Abstract(s)
O presente estudo explora e identifica os padrões e relações na estrutura e dinâmica
interna do Posto de Comando Tático (PCT) da Polícia de Segurança Pública, com o objetivo
de contribuir para uma teoria abrangente sobre a estrutura de composição e organização desta
unidade tática.
É um estudo empírico, que recorreu ao método indutivo e de análise de conteúdos para
realizar observações específicas e daí formular proposições teóricas.
Os três corpus e a análise de conteúdos de ordens de operações, relatórios finais e da
ata de debriefing da operação policial com estrutura de comando dedicada e o recurso a
comunicações pessoais de comandantes táticos experientes na temática, apresentou resultados
que permitem uma compreensão teórica nova sobre o tema.
O estudo apresenta insights importantes, sobre a composição do PCT, que contribuirão
como guia para o Comandante Tático Policial proceder à montagem, ativação e determinar
regras de funcionamento eficazes.
Na organização do PCT, são abordados fatores determinantes como a alocação de
direitos de decisão, os padrões de interação, a distribuição da informação, a estandardização
dos processos e as dinâmicas de trabalho das equipas, associada ao emprego da tecnologia,
como fundamentais para a eficácia da gestão tática.
This study explores and identifies the patterns and relationships in the structure and internal dynamics of the Tactical Command Unit of the Polícia de Segurança Pública, with the aim of contributing to a comprehensive theory about the composition and organization of this tactical unit. It is an empirical study that employed an inductive method and content analysis to make specific observations and formulate theoretical propositions. The analysis of three corpora, operation orders, final reports, and the debriefing minutes of police operations with a dedicated command and control structure, along with insights from experienced tactical personnel, yielded results that provide a new theoretical understanding of the subject. From the perspective of operational management effectiveness, the study offers important insights into the composition of the Tactical Command Unit, which will serve as a guide for the Tactical Police Commander in assembling, activating, and determining operational rules. In the organization of the Tactical Command Unit, key factors are addressed, such as the allocation of decision-making authority, interaction patterns, information distribution, process standardization, and team dynamics, all associated with the use of technology, which are fundamental to tactical management.
