Abstract(s)
As operações militares e os exercícios conduzidos pelas Unidades Operacionais
estabelecem sempre uma interacção com o meio ambiente onde têm lugar. Deste modo as
questões relacionadas com a protecção ambiental têm têm vindo a assumidor um papel
cada vez mais relevante Gestão das Organizaçõesno seio das Forças Armadas, resultado,
principalmente, da crescente consciencialização das fragilidades do meio
Ambientealterações climáticas quer pela sociedade em geral quer pelos governos dos
diversos países.
As Forças Armadas têm vindo a afirmar-se como uma organização ciente da
necessidade do desenvolvimento sustentado da sociedade portuguesa. Enquanto vector
primordial e insubstituível da Defesa Nacional têm desenvolvido uma postura cada vez
mais activa, relativamente à protecção ambiental.
Assim o objectivo deste estudo é analisar da necessidaverificar de dse a
implementação de Sistemas de Gestão Ambiental, contribuindo dessa forma para uma
efectiva protecção ambiental, nas Unidades Operacionais das Forças Armadas, seguindo os
critérios estabelecidos pela norma ISO 14001:2004 é uma opção ou se pelo contrário é uma
necessidade.
A investigação para este trabalho fez-se com recurso à análise de documentos e
legislação dentro deste tema e ainda na consulta de bibliografia no âmbito do ambiente em
geral, e nos Sistemas de Gestão Ambiental em particular, tendo sido efectuadas pesquisas
também em sítios de referência da Internet, relacionados com a temática em apreço. Foram
também estabelecidos contactos com pessoas com experiência ou que lidassem com os
assuntos relativos à protecção ambiental.
Na análise efectuada, relativamente à componente ambiental das Forças Armadas,
procurou-se ir ao encontro da Política Ambiental definida superiormente pelo poder
político e a sua aplicação efectiva, resultante quer da aprovação de legislação de carácter
geral, quer de legislação dedicada ao sector militar.
Decorrente da investigação que foi efectuada, são sugeridas algumas
recomendações que se consideram, pela sua pertinência, poderem contribuir para a
resolução de algumas das situações identificadas, potenciando desta forma os
procedimentos necessários ao cumprimento, por parte das Unidades Operacionais das
Forças Armadas, dos objectivos e metas consagrados nas Políticas Ambientais definidas a
nível nacional e as vigentes na Organização do Tratado do Atlântico Norte. Abstract: The military operations and the exercises carried out by the operational Units are
linked with the surrounding environment where they take place. Because of that the issues
related to the environment protection and the rational utilization of the natural resources
have assumed a paper more and more prominent in the Organizations Management, mainly
due, of the growing awareness of the fragilities of the environment by the society and the
all around governments.
The Armed Forces nowadays affirm themselves as an aware organization of the
need of a sustain development for the Portuguese people. As the main vector and
irreplaceable of the National Defence, the Armed Forces, have developed a posture more
and more active, relatively to the environmental component.
So the aim of this study is to analyse if there is a need or an option for the
implementation of an Environmental Management System, that concur for an effective
environment protection, in the operational Units of the Armed Forces, following the criteria
established by the ISO 14001:2004.
The research for this work was made doing an analysis based on documents and
laws relating with this subject and also in bibliography in the scope of the environment in
general, and in the Environmental Management Systems in particular, having researched
also in Internet, related with that thematic. For the purpose of this study some people with
experience in this subject was interviewed. In the analysis realized, relatively to the
environmental component of the Armed Forces, one was done to the Political
Environmental defined upper by the political power and to his effective application either
by the general character legislation approval or by legislation dedicated to the Military
Sector.
As result of the study we suggested some orientation that, by his pertinence, will be
able to contribute for the resolution of some of the situations identified, increasing in this
way the necessary procedures to the fulfilment, on the part of the operational Units of the
Armed Forces, of the objectives and consecrated goals in the defined Environmental
Politics by the Defence Branches and those established on Northern Atlantic Treaty
Organization.
