Abstract(s)
Os trágicos acontecimentos de 11 de Setembro de 2001 marcaram decisivamente a agenda político-estratégica internacional e levaram os Estados a repensar a forma de encarar a sua segurança. Em Portugal, este processo suscitou a necessidade de rever o Conceito Estratégico de Defesa Nacional e, consequentemente, as linhas de acção que orientarão a
preparação e a actuação das Forças Armadas nos próximos anos.
Pretende-se com o presente trabalho, sobretudo, contribuir para a análise do impacto deste processo sobre as questões de Segurança Interna, procurando identificar o papel que, nesta actividade, passará a estar reservado às Forças Armadas, e, essencialmente, as potenciais
implicações desta participação ao nível do Exército.
Deste modo, foi definida como questão central: “Que efeitos poderá ter no Exército o renovado propósito político de utilizar as Forças Armadas no âmbito da Segurança Interna?”.
O trabalho inclui um enquadramento legal e conceptual da matéria em análise, em que se procura retratar a situação nacional actual, e incorpora ainda outros capítulos dedicados à análise dos actuais desafios à Segurança Interna, da forma de cooperação entre as Forças Armadas e as Forças e Serviços de Segurança que a situação indicia, e às consequentes
implicações na forma de pensar o Exército.
A investigação que conduziu à elaboração deste trabalho seguiu uma metodologia que assentou, essencialmente, numa observação directa intensiva, traduzida na pesquisa documental e bibliográfica e na condução de entrevistas. No final, concluímos que:
- Apesar de todas as alterações ocorridas no cenário internacional, e dos ajustamentos normativos e conceptuais levados a efeito noutros países, em Portugal continua a vigorar um ordenamento jurídico-constitucional, enquadrante da actuação das Forças Armadas, a necessitar de urgente alteração;
- O modelo de cooperação, entre as Forças Armadas e as Forças e Serviços de Segurança, que melhor se ajusta à realidade nacional é um modelo baseado na supletividade da acção;
- Face à opção de utilizar as Forças Armadas no âmbito da Segurança Interna, o Exército terá de operar alguns ajustamentos em termos organizacionais, doutrinários, bem como ao nível das suas capacidades e da formação e treino, para que possa corresponder a este desafio. Abstract: The tragic events of September 11 of 2001 delimited decisively the international political-strategic agenda and led the States to rethink the way to face their security. In Portugal, this process aroused the need to check the Strategic Concept of National Defense and, consequently, the way that the Armed Forces preparation and employ will be done,
during the next years.
The aim of this study is, especially, to contribute to the analysis of the impact of this process in Internal Security affairs, to look for the role that, in this activity, will be reserved to the Armed Forces and, essentially, the potential implications of this participation to Army level.
So, it was defined like main question: “Which effects could have on Army the renewed political purpose to employ the Armed Forces in the Internal Security scope?”
This study includes a legal and conceptual framing about the subject in analysis, in which we tried to depict the present national situation, and includes also other chapters concerning the analysis of the existing challenges to the Internal Security, the way of cooperation between the Armed Forces and the Forces and Services of Security that the situation
indict, and the following implications in the way to think the Army.
The research that led this work to be performed, followed one methodology essentially based on an intensity direct observation, turned into a documental and bibliographical search and meetings. At the end we concluded that:
- Besides all changes in the international view, and the prescriptive and conceptual changes took place in other countries, in Portugal keeps being in force one juridical and constitutional order, that conforms the Armed Forces activity, requiring an urgent change;
- The best way that the Armed Forces and the Forces and Services of Security has to work together, in compliance with the national situation, is to rely this in a suppletive engagement;
- Due to the option to employ the Armed Forces in the Internal Security scope, the Army must perform some arrangement in organizationally and doctrinal terms, as like as on this capacities and training, to answer this challenge.
