Abstract(s)
O presente trabalho de investigação debruça-se sobre a tendência da logística na ótica
da centralização versus descentralização, tendo como propósito principal a melhoria do
modelo utilizado atualmente.
Após focalizado como linha de ação, a melhoria dos processos de aquisição realiza-se
uma análise dos prós e contras dos modelos de centralização e de descentralização. Para
o cumprimento do objetivo também se analisou a tendência logística de outras
organizações e as suas práticas. Por fim, é exposta uma proposta de novo organismo
interno da Marinha responsável pela logística de aquisição e procurement.
A utilidade deste trabalho é transmitida em duas vertentes. Na primeira tem como
objetivo aumentar a eficiência da logística e melhorar a qualidade do serviço logístico
prestado. Na segunda, pretende economizar os recursos existentes uma vez que se
esperam mais cortes orçamentais e redução de pessoal nas Forças Armadas.
This research work focus on the trend of logistics from the perspective of centralization versus decentralization, with the main purpose to improve the model currently used. After focused as a line of action the improvement of procurement processes, an analysis of the pros and cons of the models of centralization and decentralization is made. To achieve the objective we also analyzed the logistics of other organizations and their practical trend. Finally, it is made an exposition of a proposition to create a new internal body inside the Navy responsible for the logistic of acquisition and procurement. The usefulness of this research work to convey in two parts; the first is intended to increase efficiency of logistics and to improve the quality of logistics service. The second aims intend to conserve the existing resources since there are expect more budget cuts and staff reductions in the Armed Forces.
