A presente investigação analisou a valorização da autoformação na Polícia de Segurança Pública, procurando compreender de que modo as qualificações obtidas fora do
âmbito institucional são reconhecidas e valorizadas. A revisão da literatura evidenciou a relevância da aprendizagem ao longo da vida e do reconhecimento organizacional das qualificações como fatores determinantes do desempenho e da motivação profissional. A análise do regime legal revelou que os méritos académicos estão excluídos dos critérios de promoção, o que colide com a literatura especializada, as políticas e práticas da Administração Pública e a intenção estratégica da Instituição. A aplicação de um questionário digital aos polícias permitiu identificar baixos níveis de participação em formações externas, sobretudo académicas, apesar de forte motivação intrínseca para aprender e evoluir profissionalmente. As principais barreiras referidas foram a falta de tempo, a ausência de incentivos institucionais e a não valorização das formações externas nos processos de promoção. Os resultados evidenciaram um desalinhamento estrutural da motivação individual e
da intenção estratégica institucional, face aos normativos legais em vigor. Concluiu-se que a revisão do quadro estatutário é essencial para integrar e reconhecer a qualificação externa, promovendo uma cultura de aprendizagem contínua e uma Polícia mais preparada para os desafios da segurança pública.
This research analysed the value placed on self-training in the Public Security Police, seeking to understand how qualifications obtained outside the institutional sphere are recognised and valued. The literature review highlighted the relevance of lifelong learning and organisational recognition of qualifications as determining factors in professional performance and motivation. Analysis of the legal regime revealed that academic merits are excluded from promotion criteria, which conflicts with the specialised literature, public administration policies and practices, and the institution's strategic intention. The use of a digital questionnaire for police officers revealed low levels of participation in external training, especially academic training, despite strong intrinsic motivation to learn and develop professionally. The main barriers mentioned were lack of time, absence of institutional incentives, and the lack of value placed on external training in promotion processes.The results showed a structural misalignment between individual motivation and institutional strategic intent, given the legal regulations in force. It was concluded that a review of the statutory framework is essential to integrate and recognise external qualifications, promoting a culture of continuous learning and a police force that is better prepared for the challenges of public security.
