Abstract(s)
Remontam há quase dois séculos as primeiras iniciativas na proteção social aos
militares, dando origem ao que é hoje o Instituto de Ação Social das Forças Armadas, I.P.
(IASFA), principal responsável pelo apoio social aos militares e suas famílias, previsto na
Lei de Bases Gerais e no Estatuto da Condição Militar.
As mudanças ocorridas no passado recente, ao nível da missão atribuída e no modelo
de financiamento, conduziram o IASFA a uma situação de extrema dificuldade financeira,
com repercussões no apoio prestado à Família Militar.
Recorrendo a uma estratégia de investigação mista, através da análise documental e
legislativa, da realização de um inquérito por questionário e da análise comparativa efetuada
às congéneres nacionais do IASFA, este estudo permitiu identificar oportunidades para
melhorar a ação social complementar a prestar à Família Militar.
Como corolário da análise efetuada foi formulado um conjunto de propostas,
consolidadas por um estudo de opinião realizado a altos responsáveis da estrutura superior
das Forças Armadas e outras entidades de relevo, que se entende poderem contribuir para
atingir o objetivo proposto, com especial enfoque para a estabilização do financiamento da
ação social complementar, a dinamização das valências disponibilizadas e aproximação dos
beneficiários ao IASFA.
Early initiatives of social protection for the military date back almost two centuries, subsequently originating the Armed Forces Social Action Institute, I.P. (IASFA), the main responsible for the welfare of military personnel and their families, as determined in the General Basic Law and the Statute of Military Condition. Changes made in the recent past, in terms of the mission assigned and in its financing model, have led IASFA to extreme financial difficulty, reverberating in the support it provides to the military community. Resorting to a strategy of mixed investigation, through documentary and legislative analysis, implementing a questionnaire survey and comparative analysis along with the national counterparts of IASFA, this study identified opportunities for the improvement of the complementary welfare to be provided to the military community. As corollary of the analysis, a set of proposals was formulated, consolidated by an opinion study carried out by senior officials from the highest ranks of the military and other relevant entities, understood as able to contribute to achieving the proposed objective, with special focus on stabilizing the financing of complementary welfare, on stimulating the skillset made available and on bringing beneficiaries closer to IASFA.
