Abstract(s)
O presente Relatório Científico Final do Trabalho de Investigação Aplicada,
intitulado “A segurança dos recursos naturais estratégicos em Moçambique: Desafios
para as Forças Armadas de Defesa de Moçambique no quadro da SADC”, tem como
objetivo principal analisar o processo de exploração dos recursos naturais e energéticos em
Moçambique, de forma a identificar os possíveis impactos e desafios para a Segurança
Nacional e regional, e analisar ainda a forma como as Forças Armadas de Defesa de
Moçambique poderão contribuir para garantir a exploração adequada dos recursos naturais
estratégicos num clima de paz e segurança, contribuindo para o desenvolvimento
sustentado de Moçambique.
Este estudo encontra-se dividido em duas partes fundamentais. Na primeira parte
desenvolve-se a sustentação teórica, com base na análise documental sobre a situação de
segurança em Moçambique e na SADC, Forças Armadas de Defesa de Moçambique, e o
processo de exploração dos recursos naturais e energéticos em Moçambique. A segunda
parte versa sobre a apresentação, análise e discussão dos dados recolhidos através das 15
entrevistas realizadas com vista a identificar possíveis implicações do processo de
exploração dos recursos naturais e energéticos em Moçambique para a Segurança Nacional
e regional e, possíveis formas das Forças Armadas de Defesa de Moçambique contribuírem
para a segurança em prol do processo de exploração dos recursos.
A análise documental e das entrevistas, permitiu constatar que existe um nexo entre
o desenvolvimento e a segurança. Face a esta relação de interdependência, chegou-se à
conclusão de que o processo de exploração dos recursos naturais energéticos em
Moçambique, tanto poderá contribuir para impulsionar o desenvolvimento e o crescimento
económico e social do país, como também, poderá causar instabilidade e pôr em causa a
Segurança Nacional e regional. Deste modo, ao colocar em causa a segurança do país e da
região, este processo, estará a interferir no cumprimento das missões das Forças Armadas
de Defesa de Moçambique, e nos seus contributos para o desenvolvimento do país.
Abstract The current Final Scientific Report of the Applied Research Work, with the title “The Security of Strategic Natural Resources in Mozambique: Challenges to the Defense Armed Forces of Mozambique in SADC's officials”, aims to analyze the exploitation process of energy and natural resources in Mozambique, in order to find all possibly effects and challenges to National and regional Security, and how Defense Armed Forces of Mozambique can help to ensure the exploitation of resources in a climate of peace and security, contributing to the sustainable development of Mozambique and SADC. In its theoretical part, the present Research Work explores the security situation in Mozambique and in SADC, Defense Armed Forces of Mozambique and the exploitation process of energy and natural resources in Mozambique. About the field work, this consisted in collection of data from 15 interviews carried out to certain personalities connected to this theme to identify possible implications of the exploitation of natural resources and energy process in Mozambique for national security and regional, and possible ways of Defense Armed Forces of Mozambique contribute to the security in favor of the exploitation of resources process. The document analysis and interviews allowed us to observe that there is a connection between development and security. Given this interdependent relationship, we came to the conclusion that the process of exploitation of natural and energy resources in Mozambique, both can boost economic and social growth of the country and the region, but also may cause instability and jeopardise national and regional security. Therefore, it will interfere with the accomplishment of the tasks of the Defense Armed Forces of Mozambique and, in their contributions to the country's development.
