Abstract(s)
O presente trabalho de investigação pretende identificar eventuais vantagens e desvantagens na aplicação no Exército de uma metodologia de avaliação do tipo Sistema Integrado de Gestão e Avaliação de Desempenho na Administração Pública (SIADAP),através de um estudo comparativo entre o sistema de avaliação em vigor no Exército e o SIADAP. Para tal definimos um problema de investigação e consequentemente três questões derivadas e as respetivas hipóteses, subordinado ao tema “Avaliação do Desempenho no Exército”, às quais nos propomos responder com a maior exatidão
possível.
Para respondermos à questão central e às questões derivadas estabelecemos como objetivos definir os conceitos nucleares do nosso Trabalho de Investigação Aplicada (Avaliação de Desempenho e Avaliação de Mérito) e ainda descrever os sistemas de avaliação que servirão de base ao nosso estudo comparativo, Regulamento de Avaliação do Mérito dos Militares do Exército (RAMME) e o SIADAP.
Relativamente à metodologia utilizámos o método hipotético- dedutivo, uma vez que partimos de uma pergunta de partida (questão central) que será complementada com as respetivas questões derivadas e em complemento o método de observação direta, o método crítico, o método inquisitivo, método histórico e o método indutivo. No que se refere aos resultados mais significativos podemos identificar a necessidade da alteração ou melhoramento do atual sistema de avaliação do Exército, de modo a criar um
sistema de avaliação mais justo e objetivo.
Assim, podemos concluir que o atual sistema de avaliação no Exército está desatualizado e há necessidade de alterar ou reformulá-lo, quer pelo SIADAP ou por outro sistema de avaliação. Contudo, considera-se que será um processo a longo prazo e que requer hábito e prática de todos os militares.
Abstract This research work aims to identify possible advantages and disadvantages of applying in the Army an evaluation methodology such as the type Integrated Management System and Performance Evaluation in Public Administration (SIADAP), through a comparative study of the evaluation system currently used in the Army and SIADAP. In that sense we can define as a research problem, the “Performance Evaluation of the Army”, and consequently derived its three derived questions, and the respective hypotheses, which we propose to answer as accurately as possible. To answer the main question and all others, we aim to define the core concepts of our Work Applied Research (Performance Assessment and Evaluation of Merit) and also describe the evaluation systems as a basis for our comparative study, Army Military Merit Assessment Regulation (RAMME) and the SIADAP. Regarding methodology, we used the deductive method, since we begin with a starting question (core issue) which will be complemented with the arising issues and in addition to the method of direct observation, critical method, questioning method, historical method and the inductive method. With regard to the most significant results we can identify the need for change or improvement of the present evaluation system of the Army, in order to create a fairer and more objective assessment system. Thus, we can conclude that the current evaluation system in the Army is outdated and there is a need to change or reformulate it, either by the SIADAP or another evaluation system. However, it is considered that it will be a long term process and requires habit as well as practice by all military.
