O presente trabalho de investigação aplicada encontra-se subordinado ao tema
“Planeamento e afetação de recursos. O SIG como ferramenta estratégica ao nível da
gestão do Exército”. O objetivo geral desta investigação prende-se com a verificação e
perceção do papel do Sistema Integrado de Gestão como a ferramenta de gestão crucial na
condução do planeamento estratégico do Exército e na consequente afetação dos recursos
adstritos à sua atividade.
De forma a estruturar o trabalho, este foi divido em duas partes principais: Parte I –
Teórica e Parte II – Prática. Em primeiro lugar, na parte teórica são elencados vários
conceitos relacionados com o tema, procurando o melhor enquadramento e justificação,
nomeadamente, a evolução das Reformas da Administração Pública, Gestão da Qualidade
Total, Gestão por Objetivos, o papel da Gestão Estratégica e do Planeamento Estratégico na
Administração Pública e, por último, a Gestão Estratégica do Exército. Posteriormente, na
parte prática do trabalho são descritas as ferramentas utilizadas no trabalho de campo,
contendo a análise das entrevistas e dos questionários. No sentido de atingir os desígnios e
os objetivos propostos inicialmente foram elaborados e aplicados dois tipos de inquéritos:
uma entrevista estruturada e um questionário. É de salientar que a amostra definida para a
aplicação do questionário coincidiu com o universo, o que conferiu um maior grau de
fiabilidade dos resultados. Depois de efetuada a aplicação destas ferramentas, procedeu-se à
análise e discussão dos resultados, no sentido de confirmar ou infirmar as hipóteses
levantadas, com vista à obtenção de respostas para as questões de investigação e para a
questão central.
Chegada ao final, a investigação permitiu concluir que o Sistema Integrado de Gestão
ainda não se constitui como a ferramenta de gestão crucial de planeamento estratégico,
registando-se determinadas lacunas que limitam ainda o uso pleno das suas potencialidades,
nomeadamente as que derivam do facto de não integrar informação não-financeira.
Abstract This applied research work is entitled "Planning and resource allocation. The SIG as a strategic tool in terms of Army management". The general objective of this research is related to the verification and perception of the role of the Integrated Management System as a crucial management tool in conducting the strategic planning of the Army and the consequent allocation of resources assigned to its activities. In order to structure the analysis, this report was divided into two main parts, Part I -Theoretical and Part II - Practice. In the first place, the theoretical part are listed various concepts related to the subject, surveying some theoretical the best approaches and public policies, in particular the development of the Reform of Public Administration, Total Quality Management, Management by Objectives, the importance of Strategic Management and Strategic Planning in Public Administration and, finally, the Army Strategic Management. Later, in the practical part of the work the tools which were used in the field work, containing the analysis of interviews and questionnaires. In order to achieve the purposes and objectives, we developed and applied two types of surveys: a structured interview and a questionnaire. It should be noted that the sample set to the questionnaire coincided with the universe, which gave a higher degree of reliability of the results. After applying these tools, we proceeded to the analysis and discussion of the results, in order to confirm or refute the hypotheses raised with a view to obtaining answers to the research questions and the central issue. The investigation concluded that the Integrated Management System is not yet as a crucial management tool in conducting strategic planning, remaining some gaps and loopholes that limit the possibilities of its use, namely the lack of non-financial information.
