Abstract(s)
A violência doméstica assume uma dimensão preocupante, por ser uma grave
violação dos direitos humanos. Apesar da vasta atenção que o fenómeno tem merecido e
depois de implementadas várias medidas de gestão e de prevenção deste flagelo, os números
não tendem a diminuir. Intervir junto dos agressores de violência doméstica pode ser um
fator central para a redução destes casos.
A lacuna percecionada ao nível da avaliação do risco junto do agressor, serviu como
mote para a investigação que se pretende desenvolver. Assim, esta dissertação tem como
objetivo conceber uma metodologia de aplicação da ficha de avaliação do risco (RVD) ao
agressor de violência doméstica. Concomitantemente procura-se compreender a pertinência
desta ferramenta para a intervenção policial, bem como para a prevenção da reincidência
deste tipo de crime.
Para isso, utilizou-se o método qualitativo, a partir da criação de dois guiões de
entrevista, para dois grupos de informantes-chave privilegiados, nomeadamente
profissionais da Polícia de Segurança Pública (PSP) e peritos na área da violência
doméstica/avaliação do risco.
Os resultados ilustram que esta metodologia será uma mais-valia para a intervenção
da PSP, bem como para a prevenção da reincidência do crime de violência doméstica. No
entanto, as maiores dificuldades poderão ser recolher informação junto do ofensor. Caso
sejam ultrapassadas, este instrumento vai permitir realizar uma avaliação do agressor, bem
como uma avaliação do risco mais completa, com o intuito de diminuir e prevenir a
reincidência deste tipo de crime.
Domestic violence is a crime that deserves a special attention because it represents a serious violation of human rights. Despite the wide attention that the phenomenon has deserved and after implementing several measures of management and prevention of this crime, the numbers do not tend to diminish. Intervening with domestic violence abusers may be a central factor in reducing these cases. The perceived gap in the risk assessment with the aggressor served as a motto for the research that is intended to be developed. Thus, this investigation aims to design a methodology for applying the Risk Assessment Form (RVD) to the perpetrator of domestic violence. At the same time, it seeks to understand the relevance of this tool for police intervention, as well as for the prevention of recidivism of this type of crime. For this, the qualitative method was used, based on the creation of two interview scripts, for two groups of key informants, namely Public Security Police (PSP) professionals and experts in the area of domestic violence/risk assessment. The results illustrate that this methodology will be an added value for the intervention of the PSP, as well as for the prevention of the recidivism of the crime of domestic violence. However, the greatest difficulties may be to gather information from the offender. In case of being overtaken, this instrument will allow an aggressor evaluation, as well as a more complete risk assessment, in order to reduce and prevent recurrence of this type of crime.
