Abstract(s)
Este trabalho tem por objectivo principal perceber qual a importância do
relacionamento entre a FAB e a EMBRAER, sob a égide da nova Estratégia Nacional de Defesa (END) e extrair ensinamentos desta interacção que possam servir de exemplos a outras FFAA, em seus relacionamentos com as indústrias de defesa nacionais.
Portanto, começou-se mostrando quais as principais orientações, directrizes e
princípios estratégicos estão previstos, tanto na Política de Defesa Nacional (PDN), quanto na Estratégia Nacional de Defesa, para as indústrias de defesa nacionais e para a Força Aérea Brasileira, bem como, qual a resposta desta Força às determinações por elas recebidas. Além disso, estudamos a relação entre a FAB e a EMBRAER desde o início até hoje, e as tendências futuras.
Por fim, procuramos estabelecer que ensinamentos, as interacções entre a FAB e a EMBRAER podem apresentar como exemplos para outras FFAA, em seus relacionamentos com as indústrias de defesa de seus países.
O trabalho é desenvolvido segundo o método lógico dedutivo e a base institucional empregada neste trabalho é a Política de Defesa Nacional brasileira e a sua decorrente Estratégia Nacional de Defesa.
Concluiu-se que a Estratégia Nacional de Defesa assinada em 2008, ratifica
plenamente a interacção entre estes dois actores, tendo em vista que as principais orientações, directrizes e princípios estratégicos estabelecidos neste documento e na PDN, bem como, as atribuições definidas à FAB por ambas as documentações, têm sido objectivos a serem perseguidos no relacionamento entre FAB e EMBRAER desde o início da empresa, em 1969, até os dias actuais. Portanto, esta interacção constitui um exemplo real que pode ser seguido por outras FFAA, em muitos aspectos, em suas interacções com
as indústrias de defesa nacionais.
A conclusão ainda apresenta, como exemplos que podem ser seguidos, o apoio dos Institutos e Centros de Investigação da FAB, para o desenvolvimento, certificação e ensaio de novos aviões da EMBRAER, bem como, na formação de pessoal altamente especializado para a empresa.
Esta investigação também destaca os esforços envidados pela FAB ao longo dos anos, desenvolvendo uma mentalidade pró-activa em oficiais subalternos, de modo a torná-los conscientes de sua importância no apoio às indústrias de defesa nacionais, ao longo de suas carreiras. Abstract: The main purpose of this work is to underline the importance of the relationship between FAB and EMBRAER, under the aegis of the new National Defense Strategy (NDS) and to present the lessons learned resulting from this interaction, since they can be
of use to other Armed Forces, in their relationships with national defense industries.
Therefore, we started by showing the major orientations, guidelines and strategic principles provided by the National Defense Policy (NDP) and the National Defense Strategy to the national defense industries and to the Brazilian Air Force, as well as the Force response to the established determinations. Moreover, we have studied the relationship between FAB and EMBRAER, from the start until today, and the future trends.
Finally, we sought to establish what lessons, the interactions between FAB and
EMBRAER may present as examples to other Armed Forces, in their relationships with the defense industries of their countries.
The work is developed according to the deductive logical method and the
institutional base used in this study is the Brazilian National Defense Policy and its resulting National Defense Strategy.
It was concluded that the National Defense Strategy signed in 2008, fully ratifies
the interaction between these two actors, having in sight that the main orientations,
directives and strategic principles established in this document and in the NDP, as well as, the tasks set to FAB by both documentations, have been objectives to be pursued in the relationship between FAB and EMBRAER since the beginning of the company, in 1969, until the present days. Therefore, such interaction constitutes a real example that can be followed by other FFAA, in many respects, in their interactions with national defense industries.
The conclusion still presents, as examples that can be followed, the support of the Research Institutes and Centers of FAB, on the development, certification and testing of new aircrafts of EMBRAER, as well as, on the formation of highly specialized personal for the company.
This investigation also emphasizes the efforts made by FAB through the years,
developing a proactive mindset in junior officers, in order to make them aware of their importance in supporting national defense industries, throughout their careers.
