Abstract(s)
Para a racionalização e gestão eficaz dos dinheiros públicos é preciso ter em
conta a contenção de custos, bem como, a otimização na aplicação de recursos
financeiros e materiais. Conforme decorre da Lei Orgânica de Marinha 1 (LOMAR),
compete à Direção de Abastecimento o fornecimento de todo os artigos destinados ao
funcionamento da Marinha, pelo que desta atividade depende o sucesso no
cumprimento das respetivas missões. Na presente dissertação, efetua-se um estudo
com foco na otimização da cadeia de abastecimento de Marine Gasoil, o qual é um
elemento fundamental para o desempenho das atividades por parte das unidades
navais. Não obstante, pretende-se culminar com o presente estudo, num instrumento
de apoio à tomada de decisões inerentes à gestão de processos de procura de Marine
Gasoil, não só, como também, num instrumento de carácter técnico e científico para o
potencial apoio à otimização da cadeia de abastecimentos de combustíveis e
lubrificantes no geral.
Assim, o presente estudo considera a redução de tempos de espera no processo
de abastecimento ao longo da respetiva cadeia de abastecimento e poderá facilitar o
planeamento estratégico (gestores de topo), além do controlo eficiente dos recursos
disponíveis na Marinha. Torna-se fundamental disponibilizar o stock do Marine Gasoil
sem se verificar atrasos no fornecimento, de modo a tornar célere o processo de
abastecimento do mesmo aos navios, unidades essências no assegurar da missão da
Marinha.
In order to rationalize and effectively manage public money, it is necessary to take into account cost containment as well as optimization in the application of financial and material resources. According to the Navy Organic Law (LOMAR), it is the responsibility of the Directorate of Supply, to supply all the articles intended for the operation of the Navy, so that this activity depends on the success in the fulfillment of their respective missions. In this dissertation, a study is carried out focusing on the optimization of the supply chain of Marine Gasoil, which is a fundamental element for the performance of activities by naval units. A by-product of this study is a decisionmaking support tool for Marine Gasoil procurement. This study elaborates on reducing waiting times within the supply process and may facilitate strategic planning, as well as efficient control of available resources within the Navy. It is essential to minimize delays within the Marine Gasoil stock management, in order to speed up the process of supplying it to ships, which are the critical naval units for the Navy’s Mission. Thus, it considers reducing waiting times in the supply process along its supply chain and could facilitate strategic planning, in addition to efficient control of available resources in the Navy.
