A temática da Pessoa em situação de sem-abrigo é poucas vezes abordada no contexto das
Tecnologias de Informação e Comunicação, o que, junto com a importância social que este
tema tem, torna pertinente o seu estudo. Vários aspetos deste tema foram analisados, como por
exemplo a caracterização das Pessoas em situação de sem-abrigo, as organizações que
diariamente trabalham com elas, bem como o impacto positivo que as Tecnologias de
Informação e Comunicação podem ter nestas organizações.
Os objetivos do presente projeto são optimizar o atual Sistema de Informação, que permita um
fácil acesso à informação existente sobre as Pessoas em situação de sem-abrigo que são
intervencionadas pelas organizações e, posteriormente, que seja possivel adicionar e consultar
essa informação, armazenando-a de maneira segura. É pretendido que esse Sistema de
Informação seja pensado de maneira a ser possivel construi-lo tanto num formato WebApp
como mobile, para ser possível de aceder tanto num computador como em dispositivos móveis.
A metodologia utilizada foi a Design Science Research, que permitiu suportar o
desenvolvimento do projeto, após serem identificadas as necessidades da organização e
definidos os problemas a abordar. Com base nesta metodologia, descreve-se todo o processo,
desde a formulação do problema, à pesquisa efetuada e compreensão da temática, o debate,
análise e validação dos requisitos necessários para os intervenientes (recorrendo a notação
Unified Modeling Language), as características técnicas do protótipo até ao desenvolvimento
do modelo de dados.
Os principais resultados centram-se na possibilidade de caracterizar detalhadamente a Pessoa
em situação de sem-abrigo, ao conter uma grande variedade de dados sobre essa pessoa,
armazenar esses dados e tratá-los para assim poder ser uma importante ferramenta de análise e
apoio à gestão. Ao agrupar numa mesma plataforma toda a informação disponível sobre as
Pessoas em situação de sem-abrigo e poder agregar essa informação de diferentes locais e a
qualquer hora, através de dispositivos de formato móvel, podem-se criar novas dinâmicas de
trabalho para os funcionários da organização, alargando as opções que podem tomar e
fornecendo mais e melhor informação para a tomada das mesmas.
The thematic of the homeless people is few times approached on the Information and Communication Technologies context, and that, together with the social importance on this theme, are reasons that turn their study relevant. Several aspects of this theme were analyzed, for example the characterization of the homeless people, the organizations that work with them on a daily basis and the positive impact that the Information and Communication Technologies may have on this organizations. The goals of this project are to optimize the current Information System, that allows an easy access to the existing information about the homeless people who are intervened by the organizations, and posteriorly, be possible to add and consult that same information, storing the information on a safe way. This Information System projected is intended to be able to support both WebApp as mobile versions, because it is a goal to make the App accessible by computer as on mobile devices. The methodology used was the Design Science Research, which allowed to support the development of the project, after the organization needs are identified and the problems to approach defined. Based on this methodology of processes, the entire process will be described, from the problem formulation, the research done and the thematic understanding, the debate, analysis and the validation of the necessary requirements for the actors (using Unified Modeling Language notation to be easier to understand), the technical features of the prototype to the development of the data model. The main results that can be extracted focus the possibility to characterize in detail the homeless person, containing a great variety of data about this person, store that data and process it so that way it can be an important tool of analysis and support to the management. By grouping on the same platform all the available information about the people and the ability to upload all that information from different places, at any time, through mobile devices, the creation of new work dynamics for the organization workers may be enabled, widening the options they may take and supplying more and better information to take them.
