Abstract(s)
Na sequência da invasão da Ucrânia pela Federação Russa, os decisores políticos dos países ocidentais manifestaram intenção de reforçar os investimentos imediatos em capacidades de defesa.
Em Portugal, os investimentos em defesa para edificação e sustentação de capacidades militares são refletidos na Lei de Programação Militar (LPM).
Esta investigação teve como objetivo propor elementos de ação para melhorar a concretização dos projetos decorrentes dos investimentos na defesa para edificação de capacidades militares das FFAA. Foi adotada a metodologia de raciocínio indutivo, baseada na estratégia de investigação qualitativa e utilizado o estudo de caso, recorrendo a entrevistas semiestruturadas dirigidas a entidades de referência das FFAA e Indústria de Defesa.
Foram analisadas as interações entre os intervenientes internos, no seio do MDN e das FFAA, e externos, entre a Indústria de Defesa, para se compreender as ações desenvolvidas na execução da LPM e identificar elementos de ação para melhorar o processo.
Apurou-se que a execução financeira e material da LPM não edifica, per se, uma capacidade militar e que deve ser criado um sistema de informação que permita quantificar o grau de edificação de cada capacidade do Sistema de Forças, devidamente integrado com a execução da LPM.
Constatou-se a necessidade de dotar as FFAA de um corpo de militares com profundo conhecimento sobre gestão de projetos e sobre os equipamentos militares em uso e em desenvolvimento.
Finalmente, incrementar as formas de relacionamento entre as FFAA e a Indústria de Defesa para descodificar os projetos inscritos na LPM.
Following the invasion of Ukraine by the Russian Federation, policy makers in Western countries, in particular the Europeans, in addition to repudiating the invader's decision, expressed their intention to redirect their policies towards strengthening immediate investments in defense capabilities. In Portugal, investments in defense for building and sustaining military capabilities are reflected in the Military Programming Law (LPM). The investigation intends to propose elements of action to improve the implementation of projects arising from investments in defense to build military capabilities of the FFAA. The methodology of inductive reasoning was adopted, based on the qualitative research strategy and a case study was used, resorting to semi-structured interviews directed at reference entities of the MDN, EMGFA, Branches and Defense Industry. Interactions between internal actors within the FFAA and external actors within the Defense Industry were analyzed, in order to understand the actions developed in the execution of the LPM. It was found that the financial and material execution of the LPM does not build, per se, a military capacity and that an information system should be created that allows quantifying the degree of building of each capacity of the Forces System, covering all development vectors, and integrated with the LPM implementation. There was also a need to provide the FFAA with a body of soldiers with deep knowledge about project management and military equipment in use and under development, as a way of mitigating the difficulties inherent in the exercise of Project Manager functions, as a rule, under the regime of accumulation of functions Relationship actions between the FFAA and the Defense Industry and the Associations that represent them should be increased in order to explain the projects registered in the LPM and establish a network of FFAA contact points with competences to provide information to the industry about the requirements and financial data of the projects.
