Abstract(s)
O cenário bélico é sempre dotado de imprevisibilidade, facto que por vezes muda a forma de travar um conflito ou guerra. Porém, isso não altera a presença permanente de atividades de Stability Policing, mas sim a forma como são implementadas.
O presente trabalho de investigação tem como objetivo destacar a importância que a Polícia do Exército tem ao desempenhar estas atividades, que impulsionam um conflito para a obtenção de um ambiente operacional estável. O trabalho consiste em avaliar adequabilidade das tarefas realizadas nas atividades da Polícia do Exército e o impacto que estas possuem nas atividades de Stability Policing e perceber quais as suas vulnerabilidades e benefícios desta tipologia de tarefas.
A abordagem deste tema, consiste numa metodologia indutiva, verificando-se semelhanças entre tarefas realizadas no âmbito de Stability Policing e as atividades inerentes à Polícia do Exército. O foco desta investigação são os desafios impostos às forças que realizam estas atividades e nas possíveis adaptações que serão feitas face ao emprego de diferentes tipologias de forças.
Mediante a revisão de literatura e das entrevistas semiestruturadas realizadas, concluiu-se que as atividades de Polícia do Exército e respetivas tarefas associadas encontram-se relacionadas com a maioria das tarefas que se executam nas atividades de Stability Policing e no apoio às forças policiais.
Apurou-se a conveniência da criação de doutrina nacional neste contexto, para conformar diretrizes claras e concisas sobre as missões e tarefas específicas da Polícia do Exército nas atividades de Stability Policing e colmatar limitações que surjam na realização de atividades desta tipologia junto de forças policiais que detenham essas competências.
The war scenario is always unpredictable. This is why the way a conflict or war is fought must be flexible. However, this does not change the permanent presence of Stability Policing activities. It simply changes the way in which they are implemented. This research paper will demonstrate why it is crucial for the Military Police to perform these duties, which facilitate the transition from conflict to a stable operating environment. The work is to analyze, compare, and verify the suitability of the tasks carried out in Military Police activities and their impact on Stability Policing activities. It will also understand the vulnerabilities and benefits of this type of task. This topic will be approached using an inductive methodology to verify similarities between tasks carried out within the scope of Stability Policing and the activities inherent to the Military Police. This research focuses on the challenges imposed on the forces that carry out these activities and on the necessary adaptations to the use of different types of forces. The literature review and semi-structured interviews clearly demonstrated that Military Police activities and their associated tasks are related to most of the tasks carried out in Stability Policing activities and in support of police forces. It is recommended that national doctrine be created in this context to establish clear and concise guidelines on the specific missions and tasks of the Military Police in Stability Policing activities and to overcome any limitations that may arise when carrying out Stability Policing activities with police forces that have these competencies.
