A ausência de uma mentalidade marítima consolidada no Brasil resulta de
condicionantes históricas, culturais, económicas e políticas que relegaram o mar a um papel
secundário na construção da identidade nacional.
Com o intuito de colaborar para reverter essa perceção e destacar a importância
estratégica do mar para o desenvolvimento do país, este trabalho pretende formular
estratégias de comunicação, além daquelas atualmente empregues, com vista a incrementar
a capacidade da Autoridade Marítima Brasileira de contribuir para o desenvolvimento da
Mentalidade Marítima no Brasil.
Para alcançar tal objetivo, a investigação seguiu um raciocínio indutivo, por meio de
um estudo de caso, associado a uma estratégia mista, com recolha de dados baseada em
pesquisa documental sobre a temática marítima e de comunicação social, complementada
por entrevistas semiestruturadas dirigidas a especialistas com atuação nas áreas relacionadas.
A análise permitiu concluir que as estratégias de comunicação atualmente empregues
têm contribuído, de forma relevante, para o desenvolvimento da Mentalidade Marítima no
Brasil, ainda que subsistam margens de aperfeiçoamento. O fortalecimento dessa
mentalidade exige um esforço continuado e articulado, envolvendo toda a sociedade
brasileira, de modo a assegurar o papel que o mar ocupa na construção de um futuro
estratégico, soberano e sustentável para o país.
The absence of a consolidated maritime mindset in Brazil stems from historical, cultural, economic, and political factors that have relegated the sea to a secondary role in the construction of national identity. With the aim of helping to reverse this perception and highlight the strategic importance of the sea for the country's development, this study seeks to formulate communication strategies, in addition to those currently employed, to enhance the capacity of the Brazilian Maritime Authority to contribute to the development of the Maritime Mindset in Brazil. To achieve this objective, the research followed an inductive reasoning approach, through a case study, associated with a mixed strategy, with data collection based on documentary research on maritime and communication issues, complemented by semi structured interviews with specialists working in related areas. The analysis led to the conclusion that the communication strategies currently employed have contributed significantly to the development of the Maritime Mindset in Brazil, although there is still room for improvement. Strengthening this mindset requires a continuous and articulated effort involving all sectors of Brazilian society, to ensure the role that the sea must play in the construction of a strategic, sovereign, and sustainable future for the country.
