O presente estudo define um Modelo de GestĂŁo de CompetĂȘncias de Liderança para a Guarda
Nacional Republicana, que permite identificar as lacunas de formação na årea da liderança para a obtenção de desempenhos superiores.
Para o estudo foi construĂdo um inquĂ©rito de competĂȘncias associadas Ă liderança e utilizada uma amostra de 244 Oficiais dividida em trĂȘs categorias, a saber, Oficiais Subalternos e CapitĂŁes, Oficiais Superiores e Oficiais Generais. Com base nos dados das respostas obtidas ao inquĂ©rito efetuou-se o tratamento e a anĂĄlise estatĂstica, com recurso ao programa estatĂstico Statistical
Package for Social Sciences.
Foi identificado um modelo global com quatro dimensÔes, concluindo-se que os Oficiais as
consideram importantes para obter desempenhos superiores, sendo estas:
Tomada de decisĂ”es pela Ă©tica: Capacidade de resolver problemas e tomar decisĂ”es, tendo plena consciĂȘncia da missĂŁo, atravĂ©s de comportamentos exemplares, mantendo um comportamento Ăntegro e de autocontrolo.
Orientação para a missão e alinhamento: Capacidade de orientar os esforços para o cumprimento eficaz e eficiente da missão, através da aptidão técnica e profissional, demonstrando autoconfiança e iniciativa.
Visão e mudança: Aptidão de avaliar o ambiente interno e externo da organização, tendo capacidade de visão, otimismo, perseverança e adaptabilidade, por forma a incentivar e gerir a
mudança para a obtenção de desempenhos superiores.
Liderança participativa pelo trabalho de equipa e coesão: Capacidade para desenvolver nos subordinados um sentimento de coesão e cooperação, através da liderança participativa, promovendo e fomentando trabalho conjunto, por forma a obter desempenhos superiores.
Abstract This study defines a Model of Leadership Skills Management for the National Guard, which identifies skills gaps in the area of leadership in order to achieve superior performance. For the study a survey of skills was built associated with leadership and using a sample of 244 officers divided into three categories, namely Captains and Subaltern Officers, Senior Officers and General Officers. Based on the data of the responses to the survey was processed and statistically analyzed, using the program Statistical Package for Social Sciences. A global model was identified with four dimensions, concluding that the officers consider important for superior performance, being these: Decisions by ethics: Ability to solve problems and decision making, fully aware of the mission through exemplary behavior while maintaining ethical behavior and self-control. Guidance for the mission and alignment: Ability to guide efforts for the effective and efficient fulfillment of the mission, through technical aptitude and professional, demonstrating confidence and initiative. Vision and change: Ability to assess the internal and external environment of the organization, with the ability of vision, optimism, perseverance and adaptability in order to stimulate and manage change to achieve superior performance. Participative leadership team work and cohesion: Ability to develop subordinates in a sense of cohesion and cooperation, through participative leadership, promoting and fostering joint work in order to obtain superior performance.
