A degradação do ambiente e, muito particularmente, dos biomas e dos ecossistemas através
da poluição, da procura desmesurada de recursos naturais bióticos e do seu tráfico ilegal,
coloca não só em perigo e em risco de extinção inúmeras espécies de fauna e flora, como
também a própria sobrevivência do homem. De facto, ao provocar múltiplos impactos no
sistema humano – designadamente sociais, na segurança e na economia –, o tráfico
internacional de espécies protegidas é considerado um dos quatro maiores ao nível global,
vindo a suscitar cada vez mais a atenção das instâncias e das autoridades internacionais,
comunitárias e portuguesas, as quais têm desenvolvido esforços sobretudo nos domínios da
regulamentação legal e do reforço da atuação das entidades que têm como fito a aplicação
da lei. Conscientes deste desígnio, as autoridades judiciárias, policiais e administrativas
portuguesas com atribuições neste domínio têm desenvolvido um trabalho considerável
neste campo. Fazendo uso das suas múltiplas atribuições – que a caracterizam como polícia
integral – e através do reforço da cooperação e colaboração interinstitucional, a Polícia de
Segurança Pública vem, desde há vários anos, contribuindo para o combate a este tráfico,
tanto através de ações operacionais, como da partilha de informações e sensibilização
pública.
The degradation of the environment and, in particularly, of biomes and ecosystems through pollution, the excessive demand for biotic natural resources and their illegal trafficking endangers not only countless species of fauna and flora, but also jeopardizes the very survival of mankind. In fact, by causing impacts on the human system – namely social, security and economic -, the international trafficking of protected species is already considered one of the four major on a global scale, raising the concern of both bodies and authorities at international, communitarian and portuguese levels, that has developed efforts either on legal regulation, or in the scope of strengthening the action of entities whose mission is law enforcement. Aware of this main goal, the portuguese judiciary, police and administrative authorities with assignments in these matters have developed considerable work in this field. Making use of its multiple attributions – which give it the feature of a full power police force – and the reinforcement of inter-institutional cooperation and collaboration, the Public Security Police has, for several years, been dealing with this traffic, either through operational actions or through information sharing and raising public awareness.
