Abstract(s)
Face às reestruturações ocorridas ao nível das Forças Armadas nacionais, decorrentes
da conjetura do contexto geoestratégico internacional, com impacto significativo na Gestão
de Recursos Humanos e na gestão de carreira dos militares, que surtiu a necessidade de
adequar práticas e procedimentos com enfoque no desenvolvimento das competências e
motivação dos seus recursos humanos.
Assim, a presente investigação almeja analisar o impacto da implementação da
descrição funcional do cargo na gestão de carreira dos oficiais do Exército português, que se
constitui como objeto de estudo, focando-se os oficiais que ingressam nos Quadros
Permanentes após a frequência de curso superior em Estabelecimento de Ensino Superior
Público Universitário Militar.
Metodologicamente foi adotada uma estratégia de investigação qualitativa,
consubstanciada num raciocínio dedutivo, assente num desenho de pesquisa comparativo,
recorrendo à interpretação dos dados recolhidos por pesquisa documental clássica e
entrevistas semiestruturadas.
A pesquisa demonstra que a descrição funcional do cargo é amplamente utilizada ao
nível da Marinha e Força Aérea portuguesas, bem como nas Forças Armadas dos países da
amostra em estudo, com evidente destaque para a França e Bélgica, que fazem uma gestão
de carreira com base nas competências. A investigação conclui que o impacto da
implementação da descrição funcional do cargo na gestão de carreira dos oficiais do Exército
português vai incidir sobre treze Linhas de Força Organizacionais. Culminando com a sua
validação e análise, onde foi possível verificar a sua aplicabilidade, e elencar adaptações,
bem como mapear as variáveis identificadas para cada conceito estruturante associado.
In view of the restructurings that have occurred in the national Armed Forces, resulting from the conjecture of the international geostrategic context, with a significant impact on Human Resource Management and on the career management of military personnel, which resulted in the need to adapt practices and procedures focusing on the development of skills and motivation of its human resources. Thus, the present research aims to analyze the impact of the implementation of the functional job description in the career management of the officers of the Portuguese Army, which constitutes the object of study, focusing on officers who join the Permanent Service after attending a higher education course in a Public University Military Higher Education Establishment. Methodologically, a qualitative research strategy was adopted, based on deductive reasoning, on a comparative research design, using the interpretation of data collected through classical documentary research and semi-structured interviews. The research reveals that the functional job description is widely used in the Portuguese Navy and Air Force, as well as in the Armed Forces of the sample countries under study, with a clear emphasis on France and Belgium, which have competency-based career management. The research concludes that the impact of the implementation of the functional job description on the career management of the Portuguese Army officers will focus on thirteen Organizational Lines of Force. Culminating with its validation and analysis, where it was possible to verify its applicability, and to list adaptations, as well as to map the variables identified for each associated structuring concept.
