Abstract(s)
Este trabalho pretende analisar, como o Exército Português planeou e executou as atividades de Receção, Estacionamento e Movimento (REM), na retração e projeção de Forças Nacionais Destacadas (FND). A análise foi delimitada à retração da última FND do Kosovo e à projeção da primeira FND para a República Centro Africana (RCA), ocorridas em 2017.
Adotou-se como objetivo geral analisar como foram desenvolvidas e como poderão ser otimizadas as atividades de REM, pelo Exército Português, tendo sido definidos os seguintes objetivos específicos:
Analisar a doutrina enquadrante das atividades de REM;
Analisar como foram planeadas e conduzidas as atividades de REM durante a retração da última FND do Kosovo;
Analisar como foram planeadas e conduzidas as atividades de REM durante a projeção da primeira FND da RCA.
A metodologia seguida centrou-se na análise de fontes primárias, tendo sido complementadas com fontes secundárias relevantes, sustentando o processo de investigação com entrevistas semi-estruturadas.
Com este trabalho, foi possível concluir que o Exército Português planeou e efetuou com sucesso, as atividades de REM, contudo, há necessidade de doutrina que estabeleça responsabilidades de planeamento e condução, nomeadamente com a constituição de forças modulares de apoio, e que defina a interação destas com a força que executa a projeção ou a retração. Abstract: The purpose of this study is to analyse how the Portuguese Army planned and executed the activities of Reception, Staging and Onward Movement (RSOM) in the redeployment and deployment of Portuguese National Deployed Forces (Forças Nacionais Destacadas – FND). The analysis was limited to the redeployment of the last FND from Kosovo and the deployment of the first FND to the Central African Republic (CAR), both in 2017.
The general objective was to analyse the RSOM activities, how they were developed and how they can be optimized by the Portuguese Army, to achieve this objective, the following specific objectives were defined:
Analyse the RSOM activities doctrine frame of reference.
Analyse how RSOM activities were planned and conducted during the redeployment of the last FND from Kosovo;
Analyse how RSOM activities were planned and conducted during the deployment of the first FND to the CAR.
The adopted methodology focused essentially on the analysis of primary sources, and was complemented with relevant secondary sources, supporting the research process in semi-structured interviews.
It was possible to conclude, through this study, that the Portuguese Army successfully planned and carried out RSOM operations, however, there is a necessity of doctrine that establishes planning and execution responsibilities, namely with the constitution of modular support units and that defines the interactions between this forces with the unit that executes the deployment or the redeployment.
