Abstract(s)
O conceito “The Three Block War” representa o desafiante, complexo e exigente campo
de batalha, que as Forças militares actualmente defrontam na guerra assimétrica.
Como se organizam as unidades, como se prepara, equipa e forma os militares, para que
sejam capazes de cumprir múltiplas missões alternando de operações humanitárias, a apoio
à paz ou a combate de média intensidade, são alguns dos assuntos aqui enfatizados.
Este assunto reveste-se de especial importância, pois a força militar para actuar neste
ambiente, terá de possuir a flexibilidade, modularidade, equipamento e armamento, para
responder às mudanças de situação operacional. Os militares terão de avaliar e decidir no
momento, qual a força a utilizar, qual o procedimento a tomar, sempre no respeito das
orientações políticas de base e das Regras de Empenhamento estabelecidas.
Este documento aponta as principais linhas de força que devem ser consideradas.
Começa por apresentar o conceito, suas características, impactos e capacidades requeridas
às forças militares. Depois de algumas considerações sobre as missões e cenários em que
as Forças Armadas ocidentais estão ou podem estar envolvidas, este documento analisa se
as FA Portuguesas estão dotadas das necessárias capacidades de projecção, sustentação,
protecção, flexibilidade, de comando e controlo, actuação conjunta e, se estão a
corresponder à organização e aprontamento das suas Forças Nacionais Destacadas (FND)
para ambientes próximos deste conceito. Por último, antes das conclusões, é apresentado o
estudo empírico que nos permitiu dar resposta as hipóteses que levantámos. Abstract: The concept “The Three Block War” explains the challenging, complex and demanding
battle of field, which the military forces can face in the asymmetric war.
How to organize the units, how to prepare, to equip and to train the military, in order to
become ready to accomplish the multiple missions that change from humanitarian, to peace
keeping or medium intensity combat operations, are some of the subjects here emphasised.
This subject is of special importance, because the military force to act in this
environment, should have the flexibility, the versatility, equipment and armament, to
transition among the different operational situation. The soldiers should estimate and
decide in the moment, which force to use, which procedures to take, always respecting the
basic political orientations and the established Rules of Engagement.
This document provides the main fundamentals that should be considered.
It begins by presenting the concept, its characteristics, impacts and required abilities to the
military Forces. After some considerations about the missions and sceneries in which the
western Armed Forces are or can be engaged, this document makes the analyses about how
the Portuguese Armed Forces are, getting the necessaries abilities of projection, protection,
flexibility, command and control, joint operations and adjusting the organization, training
and preparation of his National Deployable Forces for environments similar to “The Three
Block War”. At last, before the conclusions, it is presented the empiric studies that allow
us to give the answers to the hypothesis that we put.
