| dc.description.abstract | Ao longo dos anos o paradigma da segurança tem-se alterado, surgindo a oportunidade de envolver as populações numa parceria partilhada por forma a reforçar e aumentar o sentimento de segurança. Um dos instrumentos utilizados são os Contratos Locais de Segurança. Pretende-se, assim, estudar os Contratos Locais de Segurança, os seus antecedentes, o seu elemento estruturante que é o policiamento, mais especificamente o policiamento de proximidade, e a cooperação institucional à escala local através da análise de dados, entrevistas e de um estudo de caso, apurando se o contributo dos Contratos Locais de Segurança para a segurança tende mais para o envolvimento da sociedade civil ou mais para as polícias. Como conclusões destacamos a importância do envolvimento e da partilha de todos os intervenientes localmente responsáveis, da necessidade de um melhor enquadramento legislativo, de uma sociedade civil mais ativa e de adequar devidamente o policiamento de proximidade às necessidades diagnosticadas localmente. Abstract: Over the years the safety paradigm has changed, leading to involve the people in a shared partnership in order to strengthen and increase the sense of safety. One of the instruments used are the Local Safety Contracts. The intent is thus to study the Local Safety Contracts, its background, its structural element, that is policing, more specifically community policing, and institutional collaboration at a local level through data analysis, interviews and a case study, assessing whether, the contribution of Local Safety Contracts for safety, tends more to the involvement of civil society or more to the police forces. We highlight, as conclusions, the importance of involvement and sharing of all local responsible stakeholders, the need for a better legislative framework, a more active civil society and to properly adjust the community policing to audited local needs. | pt_PT |
