Abstract(s)
O atual contexto de segurança interna, onde fronteiras entre ameaças internas e externas são cada vez mais impercetíveis, desperta a necessidade de aprofundar a cooperação e articulação entre as Forças Armadas e as Forças e Serviços de Segurança. A Componente de Operações Especiais, enquanto objeto de estudo desta investigação, pela sua natureza conjunta, agrega forças e valências que no ambiente interagências se podem constituir como o impulsionador desta cooperação.
Com o objetivo de propor contributos para uma articulação e cooperação operacional entre as Operações Especiais das Forças Armadas e das Forças e Serviços de Segurança, e cumulativamente contribuir para o Plano de Articulação Operacional, esta investigação seguiu um raciocínio dedutivo, assente numa estratégia qualitativa e num desenho de pesquisa de estudo de caso.
Da análise realizada, constatou-se que cooperação e articulação se pode constituir em missões contra ameaças transnacionais, como um multiplicador de força em situações complexas, para as quais devem ser desenvolvidas um conjunto de atividades que potenciem e preparem esta interação.
Da investigação resulta a proposta da framework que define as atividades, situações e cenários onde esta cooperação é uma mais-valia, as quais devem ser contempladas no Plano de Articulação Operacional.
The current internal security context, where boundaries between internal and external threats are increasingly imperceptible, awakens the need to deepen cooperation and articulation between the Armed Forces and Security Forces and Services. The Special Operations Component, as the object of study of this research, due to its joint nature aggregates forces and skills that in the inter-agency environment may constitute the driver of this cooperation. In order to propose contributions for an articulation and operational cooperation between the Special Operations of the Armed Forces and the Security Forces and Services, and cumulatively contribute to the Operational Articulation Plan, this research followed a deductive reasoning, based on a qualitative strategy and a case study research design. From the analysis carried out, it was found that cooperation and articulation may constitute in missions against transnational threats, as a force multiplier in complex situations, for which a set of activities that enhance and prepare this interaction should be developed. The research resulted in a proposed framework which defines the activities, situations and scenarios where this cooperation is an added value, and which should be considered in the Operational Articulation Plan.
