Abstract(s)
A gestão dos recursos existentes numa organização é fulcral à sua sobrevivência,
bem como à forma como a mesma atinge os seus objetivos.
Dessa forma, a Polícia de Segurança Pública enquanto organização estatal é
habilitada para administrar e gerir, no âmbito das suas atribuições e com o objetivo de
melhor prosseguir as suas tarefas em prol do cidadão e do Estado, um conjunto de
recursos económicos cobrados aos membros da sociedade portuguesa.
Nesse sentido, com o propósito de melhor perceber a utilização dos recursos
disponíveis por parte da Polícia de Segurança Pública, foi utilizada a metodologia do Data
Envelopment Analysis de forma a analisar os 20 Comandos Territoriais da Polícia de
Segurança Pública em 6 áreas distintas (Policiamento Ostensivo, Policiamento
Preventivo, Trânsito, Investigação Criminal, Armas e Explosivos e Segurança Privada).
Do trabalho realizado e identificadas as referências de eficiência em cada setor,
conclui-se que a PSP é uma organização assimétrica e díspar no trabalho que desempenha
– apesar da sua adaptabilidade ao território em concreto -, apresentando bons resultados
em determinadas áreas de atuação e exibindo possibilidade de melhorias noutras.
The management of an organisation's existing resources is central to its survival and to the way it achieves its objectives. As such, the Public Security Police, as a state organisation, is empowered to administer and manage, within the scope of its duties and with the aim of better pursuing its tasks on behalf of citizens and the state, a set of economic resources charged to members of Portuguese society. With this in mind, in order to better understand the use of available resources by the Public Security Police, the Data Envelopment Analysis methodology was used to analyze the 20 Territorial Commands of the Public Security Police in 6 different areas (Ostensive Policing, Preventive Policing, Traffic, Criminal Investigation, Weapons and Explosives and Private Security). From the work carried out and after the benchmarks for efficiency in each sector have been identified, it can be concluded that the PSP is a somewhat asymmetrical and disparate organization in terms of the work it does - despite its adaptability to the specific territory -, showing good results in certain areas of activity and presenting scope for improvement in others.
