dc.description.abstractA elaboração do anterior Conceito Estratégico de Defesa Nacional (CEDN) deu-se sob uma conjuntura marcada por uma grave crise, fazendo Portugal parte dos muitos países europeus afetados. Desde essa altura, assistiu-se a uma evolução das ameaças e desafios aos quais os países estão expostos. O atual CEDN espelha já uma adaptação e resposta a uma nova conjuntura, onde as respostas se caracterizam por ser tanto nacionais como globais. Nesta linha, potenciam-se cada vez mais os programas cooperativos de Investigação, Desenvolvimento e Inovação (ID&I), sendo exemplo disso mesmo o Next Generation Rotorcraft Capability (NGRC) e o Future Combat Air System (FCAS). No presente trabalho procurou-se perceber a forma como a participação da Força Aérea Portuguesa (FA) neste tipo de programas contribui para a Estratégia de Segurança e Defesa Nacional (ESDN) definida no CEDN. Tendo em conta o objetivo definido, recorreu-se a uma investigação do tipo indutivo, com uma estratégia qualitativa e um desenho de pesquisa do tipo estudo de caso. Verificado o alinhamento entre a participação em programas cooperativos ID&I e as Linhas de Ação Estratégica, foi possível concluir que a criação de um órgão centralizador de ID&I com uma melhoria associada no circuito de informação e uma estratégia ao nível dos fatores de participação neste tipo de programas, serão instrumentos determinantes para que a participação da FA em programas ID&I contribua para a ESDN de forma mais efetiva.pt_PT
dc.description.abstractThe previous National Defense Strategic Concept (CEDN) was drafted under a state of affairs marked by a severe crisis, where Portugal was one of many European countries affected. Since then, there has been an evolution of threats and challenges to which countries are exposed to. The cFCASurrent CEDN already mirrors an adaptation and response to this new conjecture, where answers can be characterized as both national and global. With that in mind, more focus is given to cooperative Research, Development and Innovation (RD&I) programs, an example of that is the Next Generation Rotorcraft Capability (NGRC) and the Future Combat Air System (FCAS). This paper sought to understand the way the participation of the Portuguese Air Force (FA) in this kind of programs contributes to the National Defense Security Strategy (ESDN) defined by the CEDN. Taking into account the defined objective, an inductive investigation was used, with a qualitative strategy and a case study type research design. By confirming the alignment between the participation in cooperative RD&I programs and the Strategic Action Directives, it is possible to conclude that the creation of a RD&I hub with an associated improvement in the information circuit and a strategy on the level of participation in this type of programs, will be the key factors for the FA’s participation in RD&I programs can contribute to the ESDN more effectively.pt_PT
