O ambiente estratégico que emergiu após o fim da Guerra-Fria e, mais marcadamente, depois dos ataques terroristas do 11 de Setembro de 2001, caracterizado por um conjunto de ameaças multifacetado, de carácter imprevisível e transnacional, determinou a necessidade dos países ocidentais alterarem as suas políticas de defesa, centrando agora a sua atenção na salvaguarda dos interesses próprios para além das suas fronteiras, onde quer que os focos de ameaça e instabilidade possam eclodir.
No presente trabalho, utilizando uma metodologia dedutiva, estudámos a adaptabilidade à realidade nacional dos novos conceitos logísticos resultantes do processo de transformação da NATO. Tentámos conceber um modelo organizacional nacional que responda às novas necessidades de apoiar forças conjuntas, móveis, flexíveis e rapidamente destacáveis para diferentes cenários operacionais.
Procurámos, inicialmente, descrever o processo de transformação da NATO que, para se adaptar ao actual ambiente de segurança internacional, aprovou um novo conceito estratégico, concebeu uma organização mais funcional e flexível com uma nova estrutura militar e criou uma força robusta e rapidamente destacável, a força de reacção rápida, apta a desempenhar missões em qualquer parte do mundo.
Seguidamente identificámos e aprofundámos os novos conceitos de doutrina logística da NATO - Integrated Logistics, Joint Deployment and Sustainment e Synchronized Multinational and Joint Logistics – resultantes do seu processo de transformação e, consequentemente, da necessidade de apoiar as novas missões da Aliança e dos seus parceiros.
Posteriormente, analisámos o posicionamento de Portugal face à realidade geopolítica actual, confirmámos a vontade política das Forças Armadas participarem em operações humanitárias e de apoio à paz e identificámos as actuais vulnerabilidades do sistema logístico de apoio a estas missões, que aconselham alterações nos campos da doutrina e da organização logística da Defesa.
Finalmente, concluímos sobre qual será a melhor organização logística, ao nível da Defesa Nacional, para conseguir levar à prática os conceitos em vigor na Aliança, o que passará pela criação de uma doutrina logística conjunta e por uma reorganização estrutural tendo em vista a unidade de comando e controlo logístico. With this paper, we have investigated, through a deductive method, the adaptability of the Portuguese reality to the new logistic concepts that are arising from the NATO transformation. We tried to find a national archetype of organization to answer to the need of supporting joint mobile and flexible forces, ready to be deployed rapidly to different operational scenarios worldwide.
We began to describe the NATO process of transformation in order to adapt the Alliance to a new security environment. NATO approved a new strategic concept, changed to a more functional and flexible new military command structure, and created the NATO Reaction Force, able to perform missions and to react rapidly to crises worldwide.
Afterwards, we identified and investigated the NATO new concepts of the logistic doctrine - Integrated Logistics, Joint Deployment and Sustainment e Synchronized Multinational and Joint Logistics – following the NATO transformation process and the need to support the new missions of the Alliance and its partners.
Subsequently, we have examined the Portuguese position on the actual geopolitics situation; we confirmed the politic determination to engage our military forces in humanitarian and peace supporting operations and identified the actual vulnerabilities of the logistic structure to support these missions. We considered that it is advisable to make some changes regarding the defence logistic doctrine and the organization.
At last, we concluded about the better defence logistic organization to put into practise the Alliance’s new logistic concepts: A joint doctrine and a transformation of the logistic structure in order to perform the unity of logistic control and command, are needed.
