Abstract(s)
Em 2010 entidades externas decidiram implementar algumas medidas de combate ao défice,
visando essencialmente a redução da despesa. Tais medidas, apresentaram-se sob a forma de
redução de salários e aumento de impostos, para os trabalhadores do Setor Público e do Sector
Empresarial do Estado, implicando assim a perda de rendimentos, regalias e qualidade de vida.
O presente estudo visa a compreensão destes impactos, tendo por objetivo aferir como e de que
forma os referidos cortes foram recebidos, geridos e assimilados por Organizações e
Trabalhadores.
Trata-se de um tema relevante para as empresas de uma forma geral, envoltas num ambiente
externo complexo, confrontadas diariamente com mudanças imprevisíveis que não controlam,
mas que têm repercussões no seu ambiente interno.
Os trabalhadores analisados neste estudo, são provenientes de três empresas distintas do
Sector Empresarial do Estado, apesar da diversidade que os caracteriza, enfrentam desde
Janeiro de 2011 um problema comum, cortes salariais impostos pelas entidades externas, uma
realidade indesejada que pode colocar em causa a sua relação com a empresa e com o
trabalho.
O presente estudo é sustentado e desenvolve-se a partir da análise e especificação do modelo
base, apresentado aquando do desenvolvimento do enquadramento teórico
Para a análise desta problemática em concreto, recorreu-se a uma metodologia qualitativa,
através da realização de entrevistas a 27 colaboradores, que por razões de confidencialidade e
anonimato os seus nomes e sectores de atividade não serão revelados.
Observou-se que os trabalhadores, em função do tipo de empresa onde diariamente exercem
as suas funções, percecionam e gerem os cortes salariais de maneiras distintas, no entanto,
apesar de verem os cortes salariais como algo negativo, atribuíam a sua responsabilidade
sobretudo às entidades externas. Observou-se ainda que as práticas de comunicação da
empresa têm um efeito moderador no efeito de mudanças impostas pelo exterior nas políticas
de recursos humanos da empresa e no comportamento dos trabalhadores.
In 2010 external entities decided to enforce some measures to meet the economical budget deficit, targeting essentially expense reduction. The government used measures like salary cut and tax increase for the public sector workers, resulting into loss of income, benefits and quality of life. This study helps to understand the strong impact that these government measures had in people’s life’s and how it were perceived, managed and assimilated by Organizations and Workers. This is a relevant subject for companies, enveloped in an external complex environment daily confronted with unforeseeable changes that no one can control, but with major repercussions in the companies’ environment. The workers interviewed for this study come from three separate public sector companies, although these three companies are very different from each other they face a common problem, salary cuts imposed by the external entities, an unwanted reality which can question these workers’ relationship towards the company and the work itself. The present study is supported by a specific and analysis base model, presented and developed within the theoretical frame. In order to analyze the problem at hand, a qualitative methodology was used by performing interviews to 27 workers, which by obvious reasons such as confidentiality and anonymity their names and workplace will not be revealed. It was observed that workers in different types of companies where they perform their daily functions realize and manage salary cuts in a very distinct way. Although salary cuts are a somewhat negative its responsibility must be inferred to the external entities. It was also observed that companies’ communication policies have a moderating effect on the changes imposed by external entities on the companies’ human resources and on the worker’s behavior.
