Ao longo dos últimos anos, a formação profissional tem vindo a conquistar um papel cada
vez mais importante em todas as organizações ou empresas, e a Polícia de Segurança
Pública (PSP) não podia ser exceção. Com o presente estudo, tivemos como foco inicial o
cálculo dos custos globais, e por formando, de um dos cursos de especialização mais
abrangentes na PSP, devido à sua especificidade e conteúdos, mas acima de tudo, porque
permite uniformizar técnicas e procedimentos essenciais aos polícias no desempenho da
sua atividade diária, o Curso de Formação de Formadores em Técnicas de Intervenção
Policial (CFFTIP). Sendo a formação um dos principais instrumentos que visam promover
a eficácia e a eficiência dos serviços, apostando na qualificação dos seus recursos
humanos, os custos associados são também uma preocupação constante. Assim, tendo
como referência um curso com uma carga horária total de 411 horas, e com o qual já foram
certificados mais de 300 polícias, dedicámos a segunda parte do nosso estudo à elaboração
de um modelo alternativo que, apostando numa componente inicial de formação à
distância, permitiria reduzir substancialmente o seu custo total, garantindo a mesma
eficácia que o modelo atual, em vigor desde 2011.
Over the last few years, professional training has been gaining an increasingly important role in all organizations or companies, and the Public Security Police (PSP) could not be an exception. With the present study, our initial focus was the calculation of the global costs, and per trainee, of one of the most comprehensive specialization courses in the PSP, due to its specificity and contents, but above all, because it allows to standardize techniques and procedures essential for police officers in carrying out their daily activities, the Training Course for Trainers in Police Intervention Techniques. Being training one of the main instruments that aim promoting services effectiveness and efficiency, investing in the qualification of its human resources, the associated costs are also a constant concern. Thus, having a course as a reference with a total workload of 411 hours, and with which more than 300 police officers have already been certified, we dedicated the second part of our study to the elaboration of an alternative model which, betting on an initial component of remote training, it would substantially reduce its total cost, ensuring the same effectiveness as the current model, in force since 2011.
