Abstract(s)
A Cooperação Técnico-Militar serve importantes objetivos do Estado Português
tendo-se estabelecido a partir do ano de 1978, tendo sido o primeiro Acordo Bilateral
assinado em 1988, com Cabo Verde.
Alicerçados nas potencialidades da Saúde Militar do Exército especificamente em
formação, treino e atividade assistencial caracterizámos os elementos do ambiente interno e
externo relacionados com a Saúde Militar como vetor de cooperação técnico militar.
Utilizámos o método de investigação indutiva, na qual se pretendeu realizar uma
análise qualitativa dos dados, fazendo para isso uso de entrevistas estruturadas,
semiestruturadas e de análise documental. No decorrer do trabalho identificámos os
elementos estruturais da cooperação, caracterizámos a área da Saúde e identificamos as
forças, oportunidades, fraquezas e ameaças na área de Saúde Militar.
Existe pouca atividade de Cooperação Técnico-Militar na área da Saúde,
desaproveitando as inúmeras potencialidades do Serviço de Saúde. Razões como a
polarização do Instituto Camões, restrição orçamental e a não inclusão dos projetos de
Saúde, contribuem para esta realidade. Abstract: The Technical-Military Cooperation serves important objectives of the Portuguese
State having been established since 1978. The first bilateral agreement was signed in 1988,
with Cabo Verde.
Based on the potential of the Portuguese Army Health Service, specifically in
education, training and assistance, we characterize the elements of the internal and external
environment related to Military Health as a vector of military technical cooperation.
We used the method of inductive investigation, in which it was intended to perform a
qualitative analysis of the data, through the use of structured interviews, semi-structured
and documentary analysis. Throughout the work we identify the structural elements of
cooperation, characterize the area of Health and identify the strengths, opportunities,
weaknesses and threats of the Military Health area.
There is little CTM activity in the area of Health, failing to take advantage of the
innumerable potentialities of the Health Service. Reasons such as the polarization of the
Camões Institute, budget constraints and the non-inclusion of Health projects contribute to
this reality.
