| dc.description.abstract | Este trabalho de investigação, desenvolvido de acordo com o método hipotético dedutivo, procura analisar o crescimento da importância geoestratégica do Atlântico Sul e os novos desafios e responsabilidades que se apresentam para a Marinha do Brasil. O estudo foi iniciado com a apresentação dos principais eventos históricos ligados à importância do mar para o Brasil e, a seguir, com a análise dos diversos fatores que contribuíram para a formação da mentalidade marítima do povo brasileiro e que perduram até os dias de hoje. O Atlântico Sul, ao longo dos anos, esteve distante dos principais centros de tensão do mundo e é reconhecido internacionalmente como área relativamente pacífica. Entretanto, a sua importância começa a despontar no cenário mundial, fruto de alterações de paradigmas políticos e económicos, e com isto, países importantes do mundo começaram a voltar os seus olhos para a região, atribuindo a ela uma nova relevância geoestratégica. Nesse sentido, este trabalho pretende demonstrar a importância do Brasil no Atlântico Sul e analisar os fatores que contribuíram para a alteração da sua importância geoestratégica. Na sequência, procura distinguir os interesses dos principais países intervenientes na região, principalmente os relacionados com as grandes reservas de petróleo da plataforma continental brasileira e africana. Diante do desafio de proteger os interesses do Brasil, o governo brasileiro lançou, em 2008, uma nova Estratégia Nacional de Defesa, que estabeleceu diretrizes estruturantes para as Forças Armadas do Brasil, para médio e longo prazo, em consonância com a nova importância geoestratégica do Atlântico Sul. Este trabalho procura, ainda, apresentar e analisar as medidas que o governo brasileiro e em especial a Marinha do Brasil estão desenvolvendo para aumentar a capacidade do Poder Naval Brasileiro, em virtude dessa nova dimensão geoestratégica. O programa da Marinha do Brasil é ambicioso e prevê pessoal e meios necessários para a Força fazer frente aos novos desafios que se apresentam em função do aumento da relevância geoestratégica do Atlântico Sul e, se atendido na sua integridade, certamente preencherá o perigoso vazio de poder existente na região. Abstract: This research, developed in accordance with the hypothetical deductive method, seeks to analyze the growth of the geostrategic importance of the South Atlantic and the new challenges and responsibilities that are presented to the Brazilian Navy. The study started with the presentation of the impact of the sea on the history of Brazil, followed by the analysis of the several factors that contributed to the development of the maritime mentality of the Brazilian people, which still exists today. Over the years, the South Atlantic was far from the main centers of tension in the world and is internationally recognized as a relatively peaceful area. However, its importance is beginning to emerge on the world stage as a result of changes in political and economic paradigms. This has led important countries of the world to turn their attention to the region, giving it a new geostrategic importance. Thus, this paper intends to demonstrate the importance of Brazil in the South Atlantic and analyze the factors that contributed to the change of its geostrategic importance. Subsequently, it attempts to distinguish the interests of the main countries involved in the region, especially those related to the large oil reserves in the African and Brazilian continental shelf. Faced with the challenge of protecting the interests of Brazil, the Brazilian government launched in 2008 a new National Defense Strategy, which established guidelines for structuring the armed forces of Brazil, in the medium and long term, in line with the new geostrategic importance of the South Atlantic. This paper also seeks to present and analyze the measures that the Brazilian government and in particular the Brazilian Navy are developing, to increase the capacity of the Brazilian Naval Power, in virtue of this new geostrategic dimension. The program of the Brazilian Navy is ambitious and foresees the provision of staff and facilities for the Force to face the new challenges that arise from the increase of the geostrategic importance of the South Atlantic. If the program is carried out in its entirety, it will be sure to fill the dangerous vacuum of power that exists in the region. | pt_PT |
