Abstract(s)
O tema deste trabalho de investigação aplicada é “as implicações do SIADAP 1, no ciclo de
gestão anual da Guarda Nacional Republicana”. O SIADAP segundo a Lei n.º 66-B/2007, de
28 de Dezembro, é de aplicação geral a todos os organismos da Admini stração Pública,
A realização deste trabalho tem como objectivo analisar as dificuldades da implementação
do SIADAP, como se pode potenciar a sua utilização, que instrumentos podem auxiliar a sua
dinamização e quais as vantagens da sua aplicação.
De forma a analisar as consequências do SIADAP 1 no ciclo de gestão da Guarda Nacional
Republicana, optou-se pelo método comparativo entre o ciclo de gestão anterior e o ciclo de gestão pós SIADAP.
Para atingir os objectivos referidos e para a realização da análise teórica sobre os conceitos em questão, a recolha de dados baseou-se na pesquisa de publicações de autores de referência, de teses e monografias, e da legislação respeitante à temática do trabalho.
Na parte prática realizaram-se entrevistas aos dirigentes com responsabilidade na implementação do SIADAP na Guarda Nacional Republicana.
De acordo com a análise dos dados recolhidos e tendo em conta as técnicas referidas, conclui-se que as consequências do SIADAP 1 no ciclo de gestão da Guarda Nacional Republicana são profundas, pois o SIADAP redefine o ciclo de gestão, nos seus instrumentos e actores.
De facto, o SIADAP veio revolucionar o ciclo de gestão, obrigando ao estabelecimento de
objectivos para a organização como um todo, assim como, à monitorização dos mesmos com a criação de um QUAR, ou ainda na criação do instrumento CM, que responsabiliza a actuação dos Dirigentes Superiores e Intermédios. O SIADAP veio ainda reforçar a obrigação da elaboração do Plano e do Relatório de Actividades, algo que não sucedia até à implementação do mesmo.
Abstract The main goal of this investigation is “the implications of SIADAP 1, in the annual management cycle in the National Guard”. The SIADAP is in terms of the Law 66 -B/2007, of 28 of December, has general application in all the entities of the Public Administration. The purpose of this work is the analysis of the difficulties of implementation of the SIADAP, how can this utilization be improved, which tools can be helpful to give some dynamism to the SIADAP and which are the advantages of the SIA DAP application. In way to analyze the consequences of the SIADAP 1 in the National Guard management, the method chosen was comparing the cycle of management prior and management cycle post SIADAP. To succeed our referred purposes, to elaborate the theoretical analyzes regarding those concepts, the data collection is based on research of references authors, thesis and monographs, as well as legislation concerning this investigation. In practice made some interviews to leaders with responsibility to implementation of SIADAP in National Guard. In accordance with the analyze of the collected data, considering the strategies above mentioned, conclude that the consequences of the SIADAP1 in the management cycle of the National Guard are deep, because the SIADAP redefines the management cycle, in their instruments and players In fact the SIADAP was revolutionizing the process of the management cycle, requiring the establishment of objectives for the organization as one all is mandatory, as well as the monitoring of those goals with the creation of a QUAR, or the creation of the CM tool, that responsibility Higher and Intermediate Leaders action . The SIADAP has also strengthened the obligation of the elaboration of a Plan and Report of Activities, something that didn’t happened until this implementation.
