dc.description.abstractO trabalho estudou, a partir de princípios de Direito Internacional e sob a ótica da doutrina de direitos e garantias individuais dos seres humanos, os limites de atuação da cooperação policial internacional. Essa tarefa passou pela análise jurídica dos atos constitutivos e mecanismos de funcionamento da Organização Internacional de Polícia Criminal – INTERPOL no âmbito da cooperação policial internacional, bem como abordou os parâmetros ideais, ou “regras mínimas necessárias para o mínimo de sociabilidade (convivência) entre os Estados”, definidos por Hugo Grotius como embrião necessário para a estruturação da comunidade internacional. Com isso, o estudo aprofundou, ainda mais, as discussões sobre a cooperação policial internacional, a investigação criminal, o combate ao crime organizado transnacional e a possibilidade de intromissão do Estado na vida privada do cidadão, inclusive com a aplicação de técnicas investigativas extremamente intrusivas na esfera íntima das pessoas suspeitas de integrarem organizações criminosas internacionais. Tudo sob o julgamento da doutrina de direitos e garantias individuais dos seres humanos e suas limitações. Assim, o estudo pretendeu traçar um panorama da evolução e do aprimoramento da cooperação policial internacional para instrução da investigação criminal sob a ótica dos direitos humanos e garantias individuais dos seres humanos.pt_PT
dc.description.abstractThe work studied, from principles of international law and from the viewpoint of the doctrine of individual rights and guarantees of the human being, the limits of operation of international police cooperation. This task went through the legal analysis of incorporation and operating mechanisms of the International Criminal Police Organization – INTERPOL in the framework of international police cooperation and discussed the optimal parameters, or “minimum standards required for a minimum of sociability (coexistence) between states” defined by Hugo Grotius as the embryo necessary for structuring the international community. Thus, the study deepened even further discussions on international police cooperation, criminal investigation, combating transnational organized crime and the possibility of state interference in the private lives of citizens, including the application of highly intrusive investigative techniques in the intimate sphere of persons suspected of integrate transnational criminal organizations. All under the judgment of rights doctrine and individual rights of human beings and their limitations. Thus, the study aims to describe the present evolution and improvement of the international police cooperation in criminal combat from the perspective of individual rights and guarantees of the human being.pt_PT
