Traduzindo a atenção dada pela União Europeia (UE) à economia baseada em
conhecimento, a Diretiva 24/2014/EU traz aos Estados-Membros a Parceria Para a Inovação
(PPI), um novo procedimento pré-contratual promotor da inovação.
Incluídas nesse contexto, as Forças Armadas (FFAA) têm mostrado interesse e vontade
em desenvolver soluções que permitam modernizar as diferentes tecnologias e sistemas
utilizados na prossecução das suas atribuições e missões.
Desta forma, pretende-se com o presente estudo analisar a PPI como ferramenta de
satisfação das necessidades de inovação específicas das FFAA, efetuando uma primeira
abordagem a este procedimento pré-contratual, fundamentando a especificidade das
necessidades de inovação nas FFAA e analisando as oportunidades e desafios subjacentes a
esse processo aquisitivo.
Utilizando uma estratégia qualitativa com reforço quantitativo, a investigação é
desenvolvida como um estudo de caso, incidindo num raciocínio dedutivo, tendo um
desenho de pesquisa transversal e recorrendo à análise documental e a entrevistas
semiestruturadas de forma a poder concluir sobre o efeito da PPI nas FFAA.
Como corolário desta investigação, concluímos que, embora o enquadramento jurídico
defina explicitamente a forma como a PPI deverá ser tramitada, poderão existir alguns
desafios a serem ultrapassados para potenciar todas as oportunidades idealizadas pela
Estratégia Europa 2020 da UE.
Rendering European Union’s (UE) attention given to the knowledge-based economy, Innovation Partnership Procedure (PPI) is brought to Member States by Directive 24/2014/EU, a new pre-contractual practice aimed at promoting innovation as a European public policy. Included in this context, the Portuguese Armed Forces (FFAA) have shown interest and willingness to develop solutions to modernize different technologies and systems used to accomplish their missions and purposes. Thus, this study aims to analyze PPI as a tool for meeting the FFAA’s specific innovation needs, approaching this pre-contractual procedure for the first time, basing the specificity of FFAA’s innovation needs and analyzing the opportunities and challenges underneath this purchasing process. Bearing this in mind, and through a qualitative strategy quantitatively reinforced, the investigation is developed as a case study, focusing on a deductive thought, having a crosssectional research design, and using documentary analysis and semi-structured interviews to conclude about the possible effects of PPI in the FFAA. While legal framework explicitly defines how PPI should be processed, there may be some challenges to overcome before achieving all the opportunities idealized by the EU Europe 2020 strategy.
