Abstract(s)
As cidades afirmaram-se como espaços de convívio e bem-estar, o que levou a repensar o
espaço público por forma a privilegiar espaços verdes e corredores de mobilidade suave,
ativa e sustentável. Os constrangimentos decorrentes dessa reorganização criaram desafios
às polícias, que se viram na contingência de ter que garantir segurança em locais aos quais
passaram a ter dificuldade em aceder. Por outro lado, as crises financeiras das últimas
décadas têm obrigado a permanente eficiência na gestão dos escassos recursos existentes e
limitado fortemente os investimentos. É neste contexto que as equipas velocipédicas se
apresentam como alternativa. Não obstante, pese embora tenham provas dadas em
policiamentos de base comunitária e gozem de uma boa imagem perante o público, tem
persistido, entre os responsáveis, alguma desconfiança quanto à sua eficácia em outras
abordagens policiais. No presente trabalho procurou-se esclarecer se as vantagens inerentes
a estas equipas serão suficientes para ultrapassar constrangimentos de implementação e
para se adaptarem à cidade moderna contribuindo para o seu desenvolvimento sustentável.
Cities have asserted themselves as spaces of conviviality and well-being, which led to a rethinking of the public space in order to privilege green spaces and soft, active and sustainable mobility corridors. The constraints arising from this reorganization created challenges for the police, who were forced to ensure security in places that were difficult to access. On the other hand, the financial crises of the last decades have required permanent efficiency in the management of the scarce resources and strongly limited investments. It is in this context that bicycle patrols present themselves as an alternative. However, although they have proven their effectiveness in community policing and enjoy a good image among the public, there is still some mistrust among those in charge about their effectiveness in other police approaches. In this paper we sought to clarify whether the advantages inherent in these teams are sufficient to overcome implementation constraints and to adapt to the modern city, contributing to its sustainable development.
