Abstract(s)
O narcotráfico é atualmente uma das ameaças transnacionais com maiores
repercussões ao nível da segurança interna nacional e comum europeia. A nível interno fruto do posicionamento e características do território nacional, Portugal representa uma porta de entrada para a Europa do fluxo do narcotráfico.
O combate à referida ameaça é feito aos mais diversos níveis institucionais e âmbitos territoriais, no entanto, apenas será objeto de estudo a UCC da GNR.
Os principais objetivos deste trabalho de investigação aplicada são: explicar o papel
da UCC no combate ao narcotráfico por via marítima através da análise dos resultados da sua atuação operacional e enquadrar a UCC no âmbito dos sistemas nacional e internacional de combate ao narcotráfico por via marítima.
O presente trabalho está dividido em duas partes de natureza distinta, na primeira
parte, a revisão de literatura, são apresentados os conceitos e realidades relativos ao objeto de estudo. Esta abordagem teórica sustenta a análise feita na parte seguinte. Na segunda parte da presente investigação foi analisada a atividade operacional da UCC entre janeiro de 2009 e janeiro de 2012 e realizadas quatro entrevistas.
Com realização do RCFTIA foi concluído que ao nível do sistema nacional do
combate ao narcotráfico por via marítima a UCC representa a única força policial com competência legal e capacidade para garantir a fiscalização, patrulhamento e vigilância da costa e mar territorial nacionais, assim como uma unidade especializada com enormes potencialidades no âmbito da recolha de informações.
No plano das organizações e agências de âmbito internacional a UCC representa a
primeira linha de ação policial entre as iniciativas adversárias e a fronteira mais ocidental da Europa, Portugal. Derivado disto, e em consonância com o acima descrito, para além de se constituir como uma barreira policial, a UCC alimenta o sistema internacional de combate ao narcotráfico por via marítima através da recolha de informações no terreno.
Abstract The Drug trafficking is one of the most dangerous threats to national and European security. Because of the location and the characteristics of the national territory, Portugal represents a way into Europe for the drug trafficking routes. The fight against these threats takes place at all institutional levels and territorial areas, however, in this work only the GNR’s UCC will be studied. The main objectives for this investigation are: to explain the UCC role in drug trafficking combat trough the operational activity analysis, and to describe its role in national and international drug trafficking combat by sea. This study is divided in two different parts, in the first part, a literature review, the concepts related to the theme are presented. This theoretical approach supports the field work. In the second part, the UCC’ operational activity between January 2009 and January 2012 was analysed, and four interviews were undertaken. It was concluded that the UCC is the only police force with legal competence and capacity to ensure monitoring, patrolling and surveillance of the Portuguese coast and territorial sea, as well as a specialized unit with potential for information collection. At the level of the international organizations and agencies, the UCC represents the first police line between the criminal initiatives and the western European border, Portugal. Besides being a police barrier, the UCC provides information to the international drug trafficking combat by sea system, trough the information collected in the field.
