Apresenta-se uma proposta de metodologia de cálculo de custos da qualidade (Q), do ambiente
(A) e da segurança e saúde do trabalho (SST) para um sistema integrado, abrangendo os
conceitos, definições e aplicação prática numa empresa.
Esta metodologia poderá traduzir-se num aumento da competitividade visto que dará informações
essenciais para a identificação de falhas e respectiva tomada de acções correctivas e preventivas
que permitam a melhoria contínua.
A caracterização dos custos associados a cada um dos sistemas de gestão (A, Q e SST) permite
identificar os impactes de cada um deles no desempenho da empresa, nomeadamente os custos
de implementação, gestão e manutenção, bem como os respectivos benefícios. A leitura conjunta
destes custos permite também justificar a gestão integrada dos sistemas.
As metodologias de base foram baseadas nos custos das Falhas internas, Falhas externas,
Avaliação e Prevenção (Q); Falhas internas, Falhas externas, Avaliação e Prevenção (A); e nos
custos de Gestão da SST, Relacionados com a SST, Avaliação e Prevenção(SHST).
Os resultados de aplicação a uma empresa são apresentados e discutidos. A quantificação dos
custos relacionados com os sistemas não foi fácil mas, após um detalhado levantamento e análise
foram alcançados os objectivos do estudo e o exercício permitiu identificar acções de melhoria.
Abstract: Here is proposed a methodology for calculating the costs of quality (Q), environment (E), and occupational safety and health (OSH) to an integrated system, covering the concepts, definitions and practical application in a company. This methodology could result in increased competitiveness as they give us essential information for identifying faults and for taking corrective and preventive actions to enable continuous improvement. The characterization of the costs associated with each of the management systems (E, Q, and OSH) allows to identify the impacts of each on company performance, including the costs of implementation, management and maintenance, as well as their benefits. A joint reading of these costs also allows to justify integrated management systems. The basic methodologies were based on the costs of internal failures, external failures, assessment and prevention (Q); costs of internal failures, external failures, assessment and prevention (E); and Management costs of OSH, OSH-related costs, Assessment and Prevention (OHS). The results of application to a company are presented and discussed. The quantification of the costs associated with the systems was not easy, but after a detailed survey and analysis of the data, all objectives of the study were achieved and the exercise allowed us to identify improvement actions.
