As ameaças híbridas configuram-se num desafio à manutenção das condições de
segurança e funcionamento dos Estados democráticos. Essa condição obrigou os Estados a
adotarem medidas com o objetivo de aumentarem a resiliência contra essas ameaças.
Os Estados-membros da Comunidade dos Países de Língua Portuguesa (CPLP) em
África estão, assim como outras Nações democráticas, a ser alvo da atuação de ameaças
híbridas. Neste contexto, observa-se que as ações de assistência militar são uma ferramenta
de cooperação no contorno da segurança cooperativa, como alternativa para proporcionar o
requerido aumento da resiliência contra essas ameaças.
A presente investigação teve como objeto de estudo a assistência militar, com o
objetivo geral de propor como o Exército Brasileiro, por intermédio de ações de assistência
militar, pode aumentar a resiliência contra ameaças híbridas no âmbito da CPLP em África.
Nesse contexto, metodologicamente, adotou-se um raciocínio indutivo, com uma
estratégia qualitativa e com desenho de pesquisa do tipo estudo de caso.
Com isso, identificou-se o sucesso dos efeitos da assistência militar, nas dimensões
diplomática, informacional, militar e económica, com contributos positivos no aumento da
resiliência contra ameaças híbridas, bem como a exequibilidade dessas ações no âmbito da
CPLP.
Hybrid threats pose a challenge to maintaining the security and functioning of democratic States. This situation has forced States to adopt measures to increase resilience against these threats. The member States of the Community of Portuguese Language Countries (CPLP) in Africa are, like other democratic Nations, being targeted by hybrid threats. In this context, military assistance actions are seen as a tool for cooperation within the framework of cooperative security, as an alternative to providing the required increase in resilience against these threats. The object of this research is military assistance, with the general objective of proposing how the Brazilian Army can, through military assistance actions, increase resilience against hybrid threats within the scope of the CPLP in Africa. In this context, methodologically, an inductive reasoning was adopted, with a qualitative strategy and a case study research design. This identified the success of the effects of military assistance, in the diplomatic, informational, military and economic dimensions, with positive contributions in increasing resilience against hybrid threats, as well as the feasibility of these actions within the scope of the CPLP.
