Nesta era do New Space, a iniciativa privada tem vindo a oferecer soluções de
capacitação no domínio espacial, de forma crescente e diversificada, incluindo na área da
Segurança e Defesa (SD).
No âmbito deste trabalho, definiu-se como objeto de estudo a “Exploração Espacial”
e estabeleceu-se como objetivo formular linhas de ação para potenciar a integração da
iniciativa privada na Exploração Espacial, no âmbito da Segurança e Defesa Nacional
(SDN), adotando-se um raciocínio indutivo, assente numa estratégia de investigação
qualitativa e num desenho da pesquisa de estudo de caso.
A investigação recaiu sobre as abordagens de atores internacionais à iniciativa privada
no âmbito do Espaço, na área da SD, concluindo-se pela heterogeneidade na sua
conceptualização e maturidade de implementação. A análise do relacionamento da SD com
a Indústria Espacial em Portugal foi alicerçada em 24 entrevistas sobre a integração
comercial na área da SDN, tendo-se identificado desafios distintos nos indicadores
“Doutrina”, “Governação”, “Sinergias”, “Comunicação e Relacionamento”, “Mecanismos”,
“Recursos Humanos”, “Sustentabilidade” e “Inovação”, que condicionam uma alavancagem
otimizada das capacidades nacionais no domínio espacial.
Por fim, foram propostas linhas de ação nas dimensões “Estruturação” e
“Operacionalização”, elencadas na tríade “Pessoas”, “Processos” e “Tecnologia”, visando a
efetiva integração de soluções comerciais.
In this New Space era, private sector initiatives have increasingly and diversely offered capacity-building solutions in the space domain, including Security and Defence (SD) area. This work defines “Space Exploration” as its object of study and sets out to formulate lines of action to enhance the integration of private sector initiatives into Space Exploration within the scope of National Security and Defence (NSD). The approach adopted is inductive reasoning, supported by a qualitative research strategy and a case study research design. The investigation focused on how international actors approach private sector involvement in the space domain, specifically in the SD area. It concluded that there is a high degree of heterogeneity in the conceptualization and maturity of implementation. The analysis of the relationship between SD and the Space Industry in Portugal was grounded in 24 interviews on commercial integration in the NSD field. These revealed distinct challenges across the indicators: “Doctrine”, “Governance”, “Synergies”, “Communication and Relationships”, “Mechanisms”, “Human Resources”, “Sustainability” and “Innovation”, impacting the effective leveraging of national space capabilities. Finally, lines of action aiming to enable the effective integration of commercial solutions were proposed across “Structuring” and “Operationalization” dimensions, framed within the triad of “People”, “Processes” and “Technology”.
