Mesmo um forte Sistema de Gestão de Saúde e Segurança Ocupacional que cumpra todos os
requisitos, como a ISO 45001:2018, não identificou todas as medidas para responder à pandemia de
Covid-19. Para ajudar as empresas a implementar as melhores práticas durante a pandemia, com o
objetivo de proteger, apoiar a saúde mental e o bem-estar dos funcionários, foi publicada a ISO/PAS
45005, como documento de orientação para ajudar a lidar, detalhadamente, com os riscos decorrentes
da pandemia Covid-19. O presente trabalho tem por objetivo geral analisar a implementação da norma
ISO/PAS 45005, como norma complementar à ISO 45001, sendo este, um documento que fornecerá
práticas respeitantes à gestão dos riscos decorrentes da pandemia Covid-19, com a finalidade de
proteger a saúde, segurança e bem-estar dos trabalhadores, numa empreitada de construção de uma
superfície comercial. Como objetivos específicos foram definidos, efetuar uma análise diagnóstico às
condições existentes e traçar um plano de ação para a implementação das medidas exigidas no
referencial normativo. Analisar criticamente a implementação do plano de ação e elaborar um guia
com recomendações de implementação da norma ISO/PAS 45005, no setor da construção civil, com
o objetivo de serem desenvolvidas e implementadas pela organização, todas as diretrizes definidas na
referida norma. A metodologia adotada foi de caráter exploratório e qualitativo, com o recurso ao
estudo de caso. Como principais conclusões da implementação da norma, ao estudo de caso,
obtiveram-se 46 % de cumprimento dos requisitos. Por sua vez o plano de ação elaborado obteve uma
taxa de cumprimento de ações, até à finalização da empreitada, de 90 %, ficando ações no âmbito das
cláusulas 6, 7, 11 e 12 por concretizar por motivos, principalmente, de tomada de decisão da gestão
de topo. O instrumento de análise e suporte foi de extrema importância para a prossecução dos
objetivos, por um lado, ajudando a suportar a elaboração do guia com recomendações de
implementação da norma ISO/PAS 45005, no setor da construção civil, de modo a orientar os passos
para entendimento da implementação dos requisitos na empreitada em curso e nas futuras. Considera-
se que a norma ISO/PAS 45005, apesar de estar direcionada para a Pandemia Covid-19, através da
sua implementação, permite percecionar que se consegue para esta situação concreta, outras
situações que possam eventualmente vir a acontecer, se podem igualmente implementar com mais
facilidade.

To help companies implement best practices during the pandemic, with the aim of protecting, supporting the mental health and well-being of employees, ISO/PAS 45005 has been published as a guidance document to help deal with the risks arising from the Covid-19 pandemic in detail. The general objective of this work is to analyze the implementation of the ISO/PAS 45005 standard, as a complementary standard to ISO 45001, which is a document that will provide practices related to the management of risks arising from the Covid-19 pandemic, in order to protect the health, safety and well-being of workers, in a construction contract for a commercial area. As specific objectives, a diagnostic analysis of the existing conditions was carried out and an action plan was drawn up for the implementation of the measures required in the regulatory framework. Critically analyze the implementation of the action plan and prepare a guide with recommendations for the implementation of the ISO/PAS 45005 standard in the construction sector, with the aim of developing and implementing by the organization, all the guidelines defined in said standard. The methodology adopted was exploratory and qualitative, using a case study. As key takeaways from the implementation of the standard, the case study achieved 46% compliance with the requirements. On the other hand, the action plan prepared obtained a compliance rate of 90% of the actions, until the conclusion of the contract, with the actions provided for in clauses 6, 7, 11 and 12 not being carried out, mainly for reasons of decision-making by senior management. The analysis and support tool was extremely important for the pursuit of the objectives, on the one hand, helping to support the preparation of the guide with recommendations for the implementation of the ISO/PAS 45005 standard, in the civil construction sector, in order to guide the steps to understand the implementation of the requirements in current and future works. It is considered that the ISO/PAS 45005 standard, despite being directed to the Covid-19 Pandemic, through its implementation, allows us to realize that it is possible that this specific situation, other situations that may eventually happen, can also be implemented more easily.
