Um Sistema de Gestão Ambiental traduz-se na abordagem das questões ambientais de
forma organizada e sistemática, promovendo a melhoria contínua do desempenho ambiental e a redução dos impactes ambientais negativos.
As organizações públicas e militares, têm responsabilidade acrescida de gerir os recursos ambientais de forma eficiente e sustentável. Existem vários casos de implementação de Sistemas de Gestão Ambiental em Unidades militares.
A Guarda Nacional Republicana é uma força de segurança de natureza militar com várias
valências entre as quais o combate ao ilícito ambiental, todavia a sua postura em relação às questões ambientais internas têm sido a da estrita aplicação das disposições legais.
Neste cenário este trabalho pretende estudar a importância de implementar um Sistema
de Gestão Ambiental como prática de adesão voluntária. Para verificar esta possibilidade foi realizada uma análise SWOT e uma avaliação dos Factores Críticos de Sucesso internos e externos. Com esta análise verificou-se ser uma mais-valia a implementação de Sistemas de Gestão Ambiental nas Unidades na GNR. Os principais benefícios desta
estratégia radicam na melhoria da imagem institucional, o aumento do desempenho ambiental e melhoria da relação com os stakeholders.
Abstract An Environmental Management System is to perform to the environmental issues in an organized and systematic way, promoting continuous improvement in environmental performance and reducing the negative environmental impacts. The public and military organizations have special responsibility in managing the environmental resources efficiently and sustainably. There are several cases of Environmental Management Systems implementing in military Units. The Guarda Nacional Republicana is a security force of military nature which is in charge to fight against the environmental illicit, but this attitude toward the internal environmental issues had been the strict application of legal dispositions. In this scenario this work studies the importance of implementing an Environmental Management System as a voluntary practice. To check this possibility there was performed a SWOT analysis and an assessment of internal and external Critical Success Factors. This analysis showed that the implementation of an Environmental Management Systems in the Units of Guarda Nacional Republicana is a most value for all. The main benefits of this strategy are: the institutional image improvement, the environmental performance increase and the improved relationship with stakeholders.
