Abstract(s)
A videovigilância constitui um assunto fraturante da opinião da sociedade, gerando igualmente ideias discordantes entre diferentes autores. Atualmente, com a previsão e a divulgação da instalação de novos sistemas de videovigilância em Portugal, bem como com a mais recente alteração da Lei n.º 1/2005, de 10 de janeiro (alterada pela Lei n.º 9/2012, de 23 de fevereiro), este tema ganhou uma nova projeção e mediatismo.
Numa primeira parte da presente dissertação foi realizada uma pesquisa bibliográfica, onde se procurou fornecer uma visão geral, atual e resumida sobre o tema da videovigilância em locais públicos de utilização comum. Numa segunda parte foi realizada uma análise da criminalidade registada na zona histórica de Coimbra, bem como um estudo estatístico, utilizando inquéritos, com o objetivo de avaliar a perceção e conhecimento da população acerca da videovigilância, no geral, e do sistema instalado na zona histórica de Coimbra, em funcionamento desde 15 de dezembro de 2009, em particular. Foram igualmente realizadas entrevistas a elementos qualificados da Polícia de Segurança Pública, com o objetivo de depreender opiniões de diferentes áreas de competência relevantes para o presente estudo.
O presente trabalho ambiciona avaliar o impacto do sistema de videovigilância no âmbito geral da criminalidade registada e na opinião e perceção da população na zona histórica de Coimbra.
Video surveillance represents a divisive subject when it comes to society’s opinion, generating equally discordant ideas amongst authors. Nowadays, with new video surveillance systems being foreseen and divulged as well as with the most recent alteration to Law n.º 1/2005, january 10th (altered by Law n.º 9/2012, february 23rd), this subject has gained a new projection and media exposure. In this study, a bibliographical research of video surveillance in public places was made with the intention of providing a summarized and updated overview of the theme. In a second part, a study was developed in order to analyse registered crimes in Coimbra’s historic city center. Furthermore, a statistical analysis was made by surveying people’s perception and knowledge about video surveillance in general and Coimbra’s historic center video surveillance system (in operation since december 15th 2009) in particular. Qualified public security police officers/members were also interviewed in order to assess different opinions, from different backgrounds, pertinent to this study.
