Abstract(s)
Numa sociedade que se encontra em constantes alterações e que vive com cada vez
maior exigência, existe a necessidade de criar uma Força Policial ainda mais reforçada,
competente, eficaz e eficiente, capaz de responder às necessidades do cidadão.
Porém, não são só estes objectivos que a Polícia Nacional Portuguesa terá de
enfrentar. A ideia de criação de um corpo de polícia único, embora se mantenha o sistema
dual, tem o objectivo de reduzir as despesas da fazenda pública, alheando esforços
humanos, logísticos e financeiros.
Com este trabalho, pretendemos demonstrar algumas das consequências
orçamentais e económicas, inerentes à unificação de Polícias em Portugal.
A nossa sociedade atravessa uma conjuntura social de grande instabilidade e de
muitas dificuldades económicas pelo que, a criação de uma Polícia Nacional vem, não só
reduzir cargos de chefias, agregar meios humanos e logísticos, promovendo a possibilidade
da redução da despesa pública, como também permitir a redução do número excessivo de
Forças e Serviços de Segurança, que se admite existir em Portugal.
In a society that is in constant change and with a growing demand, there is a need to create an even more enhanced, competent, effective and efficient, able to meet the needs of the citizen Police Force. However, there are the not only goal the Portuguese Police Force will have to face. The idea of creating a unique police force, while maintaining the dual system, aims to reduce the cost of exchequer, alienating human, logistical and financial efforts. With this work, we intend to demonstrate some of the fiscal and economic, inherent consequences of the unification of Police in Portugal. Our society is going through a social situation of great instability and many economic difficulties whereby the establishment of a National Police will not only reduce supervisor’s positions, aggregate human and logistical resources, promoting the possibility of reducing public sacking, but will also enable the reduction of excessive Forces and Security Services, which is assumed to exist in Portugal.
