Abstract(s)
O presente trabalho de investigação aplicada subordina-se ao tema: “Evolução da fiscalização e da sinistralidade grave associada ao excesso de velocidade”. O seu objetivo geral é perceber até que ponto a ação policial, através da fiscalização tem influência na sinistralidade, pelo que se dirigiu a investigação para dar resposta à questão central: “A fiscalização rodoviária permite que se verifique uma redução da sinistralidade grave associada ao excesso de velocidade?”.
A metodologia adotada para alcançar o objetivo da investigação teve como base o modelo hipotético-dedutivo, pois foram deduzidas hipóteses, demarcadas a partir de questões derivadas que procuram alcançar objetivos específicos, logrando tornar o estudo mais sólido na procura da resposta à questão central. Os dados recolhidos foram obtidos através de pesquisa documental, incluindo estatísticas sobre a sinistralidade, e pela realização de entrevistas a um conjunto de intervenientes com experiência na temática.
Conclui-se que a fiscalização rodoviária, como um importante influenciador do comportamento dos condutores em excesso de velocidade e não só, permite às forças de segurança com competência a aplicação de medidas suscetíveis de alterar a sinistralidade rodoviária. No entanto é também importante referir que o combate à sinistralidade é feito em conjunto com outros atores, nomeadamente os gestores de infraestruturas, os utentes das vias e os condutores. E, em última instância, o fator chave é o fator humano, cabendo aos indivíduos como atores conscientes nas decisões em ambiente rodoviário ter comportamentos potenciadores da segurança rodoviária.
The present investigation is subordinated to the theme : “The evolution of speed enforcement and speeding road casualties”. The main purpose is to understand how police work, through speed enforcement has influence in road casualties. The research was therefore designed to give answer to the central question : “Does speed enforcement allow for a verifiable reduction of the speeding associated road casualties?”. The methodology applied to achieve the main objective of this investigation was based in the hypothetical-deductive model, once it were deduced hypotheses, planned from derived questions that aim to catch up specific objectives. These particular objectives, intend to make this study sharper in the looking for the central question. Consequently, the collected data achieved through document analysis, including statistics about the road casualties and the interviewing of a collective of entities with experience in the field. In conclusion, the road enforcement, as an important influencer of the sppeding drivers’ behaviour and not only, allows the police forces with competence to apply measures which are susceptible to alter road casualties. However, it is important to refer that the road casualties reduction can only be done with when together with other actors, namely the infraestruture management, the road users and the drivers. In last resort, the key factor is the human factor, giving the individuals, as conscious actors the decision in the road environment to have an adequate behaviour to promote road safety.
