RESUMO
O atual crescimento populacional tem exercido uma pressão por serviços com a mais elevada
qualidade, facto que desafia as nações na busca de alternativas capazes de responder a tal desafio,
razão pela qual os modelos de administração pública foram evoluindo desde do Modelo
Patrimonial até aos mais conhecidos actualmente tudo na expectativa de melhorar a vida das
comunidades.
O presente trabalho objectivou avaliar as vantagens e desvantagens dos modelos de gestão
pública, tendo em conta o Município de Quissama. O estudo foi realizado segundo a metodologia
de estudo de caso, com recurso a inquéritos dirigidos aos dirigentes municipais e aos munícipes
de forma aleatória, e procedeu se a avaliação documental para suportar as várias linhas que
apoiam o estudo. No âmbito da prestação de serviços básicos, foi possível constatar que o
município de Quissama ainda apresenta grandes desafios, pois não dispõe de uma administração
totalmente autônoma e ainda há uma necessidade de envolver os munícipes na tomada de
decisão para a satisfação das suas necessidades.
Os mesmos resultados do estudo permitiram aferir que ainda existe um nível de insatisfação dos
munícipes principalmente em questões ligadas ao abastecimento de água e acesso ao emprego
que ronda nos 15 e 23% respetivamente, o sector de saúde e energia apresentam percentuais de
satisfação na ordem de 38 e 24% respetivamente. Quanto aos serviços oferecidos pelas
concessões, 80% dos inquiridos consideram de satisfatórias as atividades por estas
desenvolvidas.
The current population growth has exerted a pressure for services with the highest quality, a fact that challenges nations in the search for alternatives capable of responding to this challenge, which is why public administration models have evolved from the Heritage Model to the best known currently all in hopes of improving the lives of communities. This work aimed to evaluate the advantages and disadvantages of public management models, taking into account the Municipality of Quissama. The study was carried out according to the case study methodology, using surveys directed at municipal leaders and citizens at random, and documentary evaluation was carried out to support the various lines that support the study. In terms of providing basic services, it was found that the municipality of Quissama still presents major challenges, as it does not have a fully autonomous administration and there is still a need to involve citizens in decision-making to meet their needs. The same results of the study allowed us to see that there is still a level of dissatisfaction among citizens, mainly in issues related to water supply and access to employment, around 15 and 23% respectively, the health and energy sector present percentages of satisfaction in the order of 38 and 24% respectively. As for the services offered by the concessions, 80% of the respondents considered the activities carried out by them to be satisfactory.
