| dc.description.abstract | O estudo da cooperação e coordenação das autoridades locais na promoção da segurança em Cabo Verde, implica um estudo aprofundado da relação entre as autoridades, sendo que, nem sempre, as relações de autoridades para autoridades a nível local são boas. Cabo Verde sendo um Estado soberano, vigorando o regime democrático, o poder se alterna por parte dos partidos políticos e os responsáveis pelas autoridades locais não são sempre os mesmos. Destarte, com essa alternância de governação, há essa necessidade de estudar o nível de cooperação e coordenação entre eles. Deste modo, entendemos a pertinência da realização do estudo para a Segurança Interna e para as autoridades locais como uma forma de implementar as boas práticas e identificar as lacunas e dificuldades que põe em risco uma boa relação de cooperação e coordenação. Contudo, no decorrer da investigação explicamos como funciona as autoridades a nível local e clarificamos alguns conceito segundo a literatura. A metodologia desta investigação contempla, analise e revisão da literatura bibliográfica e documental como também, a realização de entrevistas semiestruturadas aos representantes destes autoridades locais de forma a tirar ilações, fortificando a segurança interna em Cabo Verde. | pt_PT |
| dc.description.abstract | The study of cooperation and coordination of local authorities in the promotion of security in Cape Verde, implies an in-depth study of the relationship between authorities, and the relationships between authorities and authorities at the local level are not always good. Cape Verde being a sovereign State, with a democratic regime, power is alternated by political parties and those responsible for local authorities are not always the same. Thus, with this alternation of governance, there is this need to study the level of cooperation and coordination between them. In this way, we understand the relevance of carrying out the study for Internal Security and for local authorities as a way of implementing good practices and identifying gaps and difficulties that jeopardize a good relationship of cooperation and coordination. However, in the course of the investigation, we explain how local authorities work and clarify some concepts according to the literature. The methodology of this investigation includes, analyzing and reviewing the bibliographic and documentary literature, as well as conducting semi-structured interviews with representatives of these local authorities in order to draw conclusions, strengthening internal security in Cape Verde. | pt_PT |
