Abstract(s)
O fenómeno da globalização, abertura de fronteiras e os consequentes fluxos migratórios,
vieram provocar nos Estados, a necessidade de receber e integrar grupos minoritários, com
culturas e costumes próprios.
A Polícia de Segurança Pública, enquanto instituição representante do Estado português,
abarca também essa responsabilidade de agir na prossecução dos interesses, direitos,
liberdades e garantias de todos os cidadãos.
Perspectivando uma estratégia de aproximação aos cidadãos surge em 2006 o Modelo
Integrado de Policiamento de Proximidade, com o intuito de combater a pequena
criminalidade, geradora e impulsionadora do sentimento de insegurança, através da
prevenção e trabalho conjunto e próximo com a comunidade.
O trabalho conjunto com a comunidade só se afigura como viável, se existir uma genuína
relação de confiança entre a polícia e a comunidade que pretende servir.
Em determinadas comunidades, compostas maioritariamente por minorias, a criação dos
necessários e essenciais elos relacionais e de confiança são de difícil realização, facto
usualmente associado às caraterísticas particulares e muito próprias das minorias étnicas,
que adotam culturas, costumes e formas de estar ordinariamente distintas da maioria da
comunidade.
The globalization phenomenon, the opening of borders and the consequent migratory flows, brought the need for States to receive and to integrate minority groups with their own cultures and customs. The Polícia de Segurança Pública, as a portuguese State representative institution, has as well the responsibility to act in the pursuit of the interests and rights of all citizens. Pursuing to accomplish an approximation strategy towards the citizens, in 2006 was created the Integrated Model of Proximity Policing, with the aim of preventing small criminality, responsible for propelling an insecure environment, through prevention and working along the community. Working along the community is only possible when we have a genuine trusty relationship between the police and the community. In certain communities, mainly the minority communities, it is particularly difficult to create the necessary and essential trust and relationship links, mainly because of the minority’s particular characteristics, that has their own cultures and customs, usually different from the majority community.
