Atualmente, a indústria do turismo é uma das mais proeminentes a nível mundial. Além de contribuir para a criação de postos de empregos, contribui para o desenvolvimento económico de vários países. Paralelamente, a segurança tornou-se num dos principais critérios na escolha dos destinos turísticos. A emergência de novos riscos e ameaças confere às respostas uma natureza global e partilhada.
No panorama cabo-verdiano, aos riscos e ameaças globais, juntam-se os locais que impulsionam a partilha e coprodução de segurança no âmbito do turismo. A parceria entre atores públicos e privadas, nacionais e internacionais propiciaram a materialização do programa “turismo seguro”. No que concerne à promoção da segurança no turismo, a Polícia Nacional de Cabo Verde dispõe de meios próprios para a prossecução de tal tarefa nas ilhas com maior vocação turística.
Contudo, o programa “turismo seguro” não responde às exigências de certas ameaças, como o terrorismo internacional ou da criminalidade organizada, uma vez que foi projetado e direcionado para a criminalidade doméstica e não para a transnacional. Os gabinetes estabelecidos no âmbito do programa “turismo seguro” revelam-se pouco eficazes em responder os problemas securitários no âmbito do turismo, perante o aumento gradual do número de turistas. Considerando o peso do turismo na economia cabo-verdiana, cabe às estruturas policiais adaptar e ajustar a sua capacidade de resposta às ameaças securitárias, particularmente nas ilhas de maior vocação turística.
Currently, the tourism industry is one of the most prominent worldwide. In addition to contributing to the creation of jobs, it contributes to the economic development of several countries. At the same time, security has become one of the main criteria in the choice of tourist destinations. The emergence of new risks and threats gives responses a global and shared nature. In the Cape Verdean panorama, the global risks and threats are joined by the places that have led to the sharing and co-production of tourism security. The partnership between public and private, national and international actors led to the materialization of the "safe tourism" program. With regard to the promotion of tourism security, the National Police of Cape Verde has the means to carry out this task in the islands with the greatest tourist vocations. However, the "safe tourism" program does not meet the requirements when it comes to the threat of international terrorism or organized crime, since it is designed and directed towards domestic and not transnational crime. The offices set up under the "safe tourism" program have proved to be ineffective in responding to tourism security issues in the face of a gradually increasing number of tourists. Considering the importance of tourism in the Cape Verdean economy, it is the responsibility of the police structures to adapt and adjust their capacity to respond to security threats, particularly in the islands with the greatest tourist vocation.
