Abstract(s)
O acesso e troca de informação entre instituições que contribuem para o cumprimento
dos objetivos ínsitos na lei de política criminal deve ser considerada uma necessidade
essencial, utilizando os mecanismos adequados a garantir uma permanente ligação entre
os sistemas de informação. O presente estudo pretendeu colocar em evidência essa
necessidade e com enfoque na relação entre as Forças de Segurança e a Direção-Geral de
Reinserção e Serviços Prisionais. A pesquisa bibliográfica permitiu compreender as
potenciais necessidades de informação, a forma como pode ser transmitida,
fundamentando a importância da interoperabilidade entre sistemas de informação. A
análise de modelos internacionais de atuação permitiu constatar que já existem boas
práticas e que potenciam o trabalho multidisciplinar e a permanente troca de informação
entre a polícia e os sistemas prisionais e de reinserção. De forma a compreender a
realidade nacional efetuaram-se entrevistas a representantes dos principais órgãos e
serviços que contribuem para a Segurança Interna, sendo os resultados apurados
demonstrativos da necessidade da interoperabilidade entre os serviços, num quadro legal
que não seja limitativo de competências e em cumprimento pela proteção de dados dos
cidadãos.
The access and exchange of information between institutions that contribute to the fulfilment of the objectives set out in the criminal policy law should be considered an essential need, using the appropriate mechanisms to ensure a permanent connection between the information systems. The present study aimed at highlighting this need and focused on the relationship between the Security Forces and the General Directorate for Reintegration and Prison Services. The bibliographic research allowed understanding the potential needs for information, the way it can be transmitted, substantiating the importance of interoperability between information systems. The analysis of international models of action allowed us to verify that good practices already exist and that they enhance the multidisciplinary work and the permanent exchange of information between the police and the prison and reintegration systems. In order to understand the national reality, interviews were conducted with representatives of the main bodies and services that contribute to Internal Security, and the results show the need for interoperability between services, within a legal framework that does not limit the competences and in compliance with the protection of citizens' data.
