O estudo visa contribuir para a atualização do modelo de planeamento de empreitadas
de obras públicas nos Ramos das Forças Armadas, analisando os modelos existentes e os
critérios de decisão para realizar uma obra, face aos desafios impostos pelas exigências
legais, limitações orçamentais e complexidade do processo quando financiado por verbas do
Orçamento do Ministério da Defesa Nacional.
A investigação, de natureza aplicada, segue uma abordagem qualitativa com raciocínio
indutivo e desenho comparativo, pois implica a observação e análise do posicionamento dos
três Ramos sobre o mesmo objeto de estudo, recorrendo à análise de conteúdo de entrevistas
semiestruturadas e documentos.
O planeamento de obras nos Ramos passa necessariamente pela elaboração de um
Plano de Obras anual, comprovando-se que um procedimento antecipado garante mais
tempo para contratar e executar as empreitadas. O estudo evidencia, também, a ausência de
critérios padronizados na seleção de obras, baseando-se esta, sobretudo, em perceções.
Reconhece-se, portanto, a necessidade de um método objetivo para avaliar o estado de
conservação das infraestruturas.
Como principais recomendações, o estudo propõe a adoção do Método de Avaliação
do Estado de Conservação de Imóveis, a necessidade de antecipar o planeamento e a
relevância de robustecer a qualidade dos projetos de execução.
The study aims to contribute to updating the planning model for public works contracts in the Branches of the Armed Forces by analysing the existing models and the decision making criteria for carrying out a work, given the challenges posed by legal requirements, budgetary limitations and the complexity of the process when funded from the Ministry of National Defence budget. The investigation has an applied nature and follows a qualitative approach with inductive reasoning and a comparative design, as it involves the observation and analysis of the positioning of the three Branches regarding the same object of study, resorting to content analysis of semi-structured interviews and documents. The planning of works within the Branches necessarily involves developing an annual Works Plan, proving that an anticipated procedure ensures more time for contracting and executing the works. The study also highlights the absence of standardized criteria in selecting works, which primarily rely on perceptions. Therefore, the need for an objective method to assess the conservation status of the infrastructures is recognized. The study recommends adopting the designated Método de Avaliação do Estado de Conservação de Imóveis, anticipating planning and enhancing the quality of execution projects.
