| dc.description.abstract | Os movimentos sociais são forças coletivas que exprimem ideologias, necessidades e interesses de atores coletivos. A organização e a mobilização de recursos pelos atores coletivos são fundamentais à concretização dos objetivos que integram a agenda do movimento social. Atualmente, a dificuldade subjacente à caracterização e previsão comportamental dos movimentos sociais emergentes advém, nomeadamente, da predisposição dos atores coletivos para a resposta direta, quase imediata, a epifenómenos nacionais e internacionais mediáticos. Consequentemente, assistimos ao aparecimento de movimentos sociais inorgânicos com reportórios de atuação muito heterogéneos e híbridos. Em Portugal, a última década foi marcada pelo carácter reivindicativo e contestatário dos movimentos sociais face a um cenário de descontentamento e insatisfação sociais. Num futuro próximo, perspetiva-se que o aumento dos preços dos combustíveis, o acolhimento maciço de refugiados e os antagonismos resultantes da polarização do espectro político configurem o prelúdio dos movimentos sociais em ascensão. O surgimento continuo e espontâneo de novas identidades coletivas, a constante disrupção do paradigma sociopolítico e as modalidades subversivas e pouco convencionais da ação coletiva comportam múltiplas ameaças securitárias. No sentido de otimizar a intervenção da Polícia de Segurança Pública sobre os movimentos sociais e a contestação social, urge desenvolver uma estratégia formal que, articulando as informações, as operações e a proximidade, consagre objetivos estratégicos que contribuam para a prevenção e mitigação de comportamentos de risco, para a melhoria das intervenções policiais ao nível da manutenção da ordem pública, e para a uniformização procedimental e operacional do serviço policial neste contexto. | pt_PT |
| dc.description.abstract | Social movements are collective forces that express ideologies, needs, and interests of collective actors. The organization and mobilization of resources by collective actors are fundamental to the achievement of the objectives that are part of the social movement agenda. Currently, the difficulty underlying the characterization and behavioural prediction of emerging social movements comes from the predisposition of collective actors to respond directly, almost immediately, to national and international media epiphenomena. Consequently, we are witnessing the emergence of inorganic social movements with very heterogeneous and hybrid repertoires of action. In Portugal, the last decade was marked by the demanding and contestatory nature of social movements in the face of a scenario of social discontent and dissatisfaction. Soon, it is expected that the rise in fuel prices, the massive reception of refugees, and the antagonisms resulting from the polarization of the political spectrum will be the prelude to social movements on the rise. The continuous and spontaneous emergence of new collective identities, the constant disruption of the socio-political paradigm, and the subversive and unconventional modalities of collective action pose multiple security threats. In order to optimize the intervention of the Public Security Police on social movements and social protest, it is urgent to develop a formal strategy that, by articulating information, operations and proximity, enshrines strategic objectives that contribute to the prevention and mitigation of risky behavior, to the improvement of police interventions in terms of maintaining public order, and to the procedural and operational standardization of the police service in this context. | pt_PT |
